PUBLIC HEARING: 1a) Receive public testimony on formation of the Downtown Visalia Property and Business Improvement District (DTVPBID) V for 10 years according to the proposed Management District Plan (MDP); 1b) To receive public testimony concerning the modification of the current DTVPBID from ten (10) years to nine (9) years; 2) Receive ballots, direct staff to open and tabulate them, and certify the results; 3) At end of meeting – If ballot is successful, authorize staff to file and record the district in order to receive the assessment. Resolutions 2019-36 and 2019-37 required. At the close of the Public Hearing, staff will be directed to open and tabulate property owner ballots for formation of DTVPBID V. Ballot results will be reported at the end of the meeting and action may be taken based upon ballot results.
