Authorize the City Manager to submit funding applications for the 2019 Active Transportation Program (ATP) with a total estimated project cost of $11.3 million (with refinements as necessary) to Caltrans and the Tulare County Association of Governments (TCAG), for projects aimed at improving safety and encouraging pedestrian and bicycle use.
