Authorize the City Manager to award a contract for professional architectural and engineering design services for the Civic Center East Buildings Improvement Project (formerly referred to as the “Sonic Buildings”) in the amount of $245,000.00 to EBM Design Group, Inc., and approve the purchase of three of the four buildings from the Solid Waste and Wastewater funds, and appropriate $1,282,130 from the Civic Center Impact Fund and $61,250 from Solid Waste and Wastewater Fund (split 50/50) to fund the purchase; Approve a new Capital Improvement Project for the Civic Center East Complex and appropriate $4 million dollars from the Civic Center Impact Fee fund and $500,000 from each of the Solid Waste and Wastewater funds to cover the budget for the entire development project including building acquisition, project design, and construction.
