  12. 13 Conduct a First Reading of a Revised Ordinance to Establish an Allocation System for the Oxnard and Pleasant Valley Groundwater Basins – (New Item) RECOMMENDATIONS: (1) Receive a presentation on revising "An Ordinance to Establish an Allocation System for the Oxnard and Pleasant Valley Groundwater Basins" (OPV Allocation Ordinance) to comply with the decision in City of Oxnard v. Fox Canyon Groundwater Management Agency , LASC Case No. 20STCP00929; and (2) Conduct a first reading of an ordinance to revise the OPV Allocation Ordinance.

  14. 15 Approve and Authorize the Executive Officer to Execute a Contract with Environmental Science Associates, Inc. for Groundwater Data Strategy and Initial Groundwater Accounting Platform Configuration Services, in the Total Contract Amount of $48,200 – (New Item) RECOMMENDATION: Approve and authorize the Executive Officer to execute a contract with Environmental Science Associates, Inc. (ESA) for data strategy services and initial configuration of the Groundwater Accounting Platform, in the total contract amount of $48,200.
  15. 16 Groundwater Use by Mutual Water Company Shareholders Without a Water Right Allocation – (New Item) RECOMMENDATION: Receive and file a presentation on the LPV Watermaster's treatment and processing of groundwater use by a mutual water company shareholder without an allocation.
