CONSIDERATION OF MAJOR DESIGN REVIEW AND A CONDITIONAL USE PERMIT TO CONSTRUCT A NEW 28,500 SQUARE FOOT, 40-FOOT-HIGH GYMNASIUM AND MUSIC CENTER BUILDING EXCEEDING MAXIMUM HEIGHT AND GRANTING OFF-STREET PARKING REDUCTIONS AT AN EXISTING PRIVATE SCHOOL IN THE INSTITUTIONAL (I) DISTRICT AT 2851 SALESIAN AVENUE (APN: 417-161-001). CEQA: This project is categorically exempt under the California Environmental Quality Act Guidelines Section 15314, Minor Additions to Schools, Class 14. This Class applies to minor additions to existing schools within existing school grounds where the addition does not increase the original student capacity by more than 25% or ten classrooms, whichever is less.

RESOLUTION APPROVING MAJOR DESIGN REVIEW TO ALLOW THE CONSTRUCTION OF A NEW 5,158 SQUARE FOOT RETAIL BUILDING WITH FOUR SEPARATE TENANT SPACES AND SURFACE PARKING FOR 17 OFF-STREET PARKING SPACES ON TWO ADJACENT PARCELS LOCATED IN THE SP2- SAN PABLO AVENUE SPECIFIC PLAN, MIXED USE CENTER NORTH DISTRICT, ALONG WITH A FINDING THAT THE PROJECT IS EXEMPT UNDER CEQA GUIDELINES SECTION 15332 AS INFILL DEVELOPMENT, AT 14535-14555 SAN PABLO AVENUE, SAN PABLO, APNS: 413-352-013 AND413-352-012. CEQA: This project is categorically exempt under the California Environmental Quality Act Guidelines Section 15332, In-Fill Development Projects, as it involves development on a site that is five acres or less, is surrounded by urban uses, has no habitat value, is adequately served by all required utilities and public services, would not result in any significant effects on traffic, noise or air quality, and would be consistent with general plan and zoning regulations. Furthermore, the project is consistent with the General Plan and zoning designations of Mixed-Use Center North, development of which were evaluated as part of the Environmental Impact Reports for the San Pablo General Plan and San Pablo Avenue Specific Plan, prepared in 2011.

CONDUCT A PUBLIC HEARING AND CONSIDER RECOMMENDING THAT THE CITY COUNCIL REPEAL THE 23rd STREET SPECIFIC PLAN AND THE SAN PABLO GENERAL PLAN 2030 (EXCLUDING THE 2023-2031 HOUSING ELEMENT), AND ADOPT THE SAN PABLO GENERAL PLAN 2035, WHICH INCLUDES CHANGES TO MULTIPLE ELEMENTS TO UPDATE BACKGROUND INFORMATION, SYNCHRONIZE POLICY DIRECTION WITH THE 2023-2031 HOUSING ELEMENT, ENSURE INTERNAL CONSISTENCY ACROSS ELEMENTS, AND ADD THE RUMRILL CORRIDOR PLAN WITH NEW LAND USE DESIGNATIONS AS AN APPENDIX THIS IS A CITY INITIATED PROJECT AND IT APPLIES TO THE ENTIRE SAN PABLO PLANNING AREA CEQA: An Addendum to the 2030 General Plan EIR (certified on April 18, 2011) was prepared for the proposed Amendments and Updates for the San Pablo General Plan 2035, which found that there would not be any new or additional significant environmental impacts that have not been previously evaluated.
