RECOMMEND AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE A LICENSE AGREEMENT WITH WING AVIATION LLC FOR USE OF CITY OWNED PROPERTY AT 3400 SAN PABLO DAM ROAD CEQA: This proposed action is exempt from environmental review per CEQA Guidelines Section 15061(b)(3). This exemption applies where it can be seen with certainty that the activity has no potential to cause a direct or reasonably foreseeable indirect physical change in the environment.
