CONSIDER ADOPTING RESOLUTION AUTHORIZING THE CITY MANAGER TO (1) APPLY FOR A $2,300,000 GRANT THROUGH THE DEPARTMENT OF TRANSPORTATION (CALTRANS) CLEAN CALIFORNIA LOCAL GRANT PROGRAM (CYCLE 2) FOR THE REVITALIZATION OF THE PARK AT 2600 MORAGA ROAD THROUGH THE SAN PABLO AREA FOR RECREATION AND COMMUNITY PROJECT, AND (2) ENTER INTO ANY AGREEMENTS WITH CALTRANS RELATED TO THE GRANT. CEQA: Pursuant to CEQA Guidelines Section 15061 (b)(3), the adoption of the subject resolution authorizing Public Works to submit a grant application is exempt from CEQA requirements. Under Guidelines section 15378, “project” does not include the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project, which may result in a potentially significant physical impact on the environment. The proposed 2600 Moraga Park Renovation Project has completed a CEQA analysis and is categorically exempt under the California Environmental Quality Act (CEQA), Section 15301, Existing Facilities (Class 1) and 15332 of the CEQA Regulations. The Notice of Exemption was filed and recorded with the Contra Costa County Clerk on March 11, 2021.
