20. 16 There were no reports from County Counsel or Chief Executive Officer The Board of Supervisors directed Chief Executive Officer, Luther Snoke, to investigate the Conflict of Interest allegation regarding the Auditor-Controller/Treasurer/Tax Collector, Ensen Mason. They further directed the Chief Executive Officer to determine what options are available regarding the delegation of investment authority.

23. 18 Vice Chair and Fifth District Supervisor Joe Baca, Jr. thanked the Government Affairs Team and Congressman Pete Aguilar for assistance in securing Federal Investments to modernize Bloomington’s sewer and water infrastructure and for the Bloomington Animal Shelter. He congratulated nurses at Arrowhead Regional Medical Center on receiving awards from the Daisy Foundation. Vice Chair Baca, Jr. highlighted the following events he attended: Santa Ana River Trail Phase III Ribbon Cutting and Colton Community Clean-up. He encouraged participation in the fentanyl awareness youth video contest. Vice Chair Baca, Jr. said his office recognized six individuals in the community for Black History Month and recognized Colton Lions Club as the Non-Profit of the Year. He provided an update regarding the following boards he sits on: Omnitrans and San Bernardino International Airport Authority. Vice Chair Baca, Jr. highlighted the following items on the agenda: 36, 44, and 46. First District Supervisor Col. Paul Cook (Ret.) said some of the topics discussed in public comment were disturbing and oversight is very important. Second District Supervisor Jesse Armendarez highlighted the following events he attended: California State Association of Counties in Sacramento, National Association of Counties in Washington D.C., Inland Empire Health Plan meeting, check presentation at Summit High School, State of the Region, CommuniTEA event, Upland High School Baseball Field Ground Breaking, tour of Amphastar, and State of the City in Fontana. He highlighted the following upcoming events: Pop-up office hours in Mount Baldy on February 26, 2026 and pop-up office hours in Fontana on March 5, 2026. Fourth District Supervisor Curt Hagman highlighted the following item on the agenda: 22. He provided an update regarding the following board he sits on: Southern California Associated Governments. Supervisor Hagman said his office held a low cost spay, neuter, and vaccine clinic. Chair and Third District Supervisor Dawn Rowe announced that the Small Business Administration is hosting a webinar on February 24, 2026 at 2:00 P.M. regarding federal loan assistance for the winter storms. She said there is a community clean-up on February 28, 2026 in Newberry Springs.
