This meeting was called by the presiding officer of the Rialto City Council in accordance with the provisions of Government Code §54956 of the State of California.

  22. 21 City Attorney’s Report on Closed Session City Attorney Vail reported: Item 1) CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION City Council gave direction to the City Attorney's Office. No other reportable action. Item 2) CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION These are Workers Compensation Claims. City Council gave direction to special counsel and to the Human Resources Manager in regarding to each one. No other reportable action was taken. Item 3) CONFERENCE WITH LEGAL COUNSEL - DECISION WHETHER TO INITIATE LITIGATION City Council received a report from special counsel on the item, gave direction to special counsel but did not decide to initiate litigation in that action at this time. Item 4) CONFERENCE WITH REAL PROPERTY NEGOTIATORS City Council reconfirmed its previous direction to staff with regard to that property. No other reportable action.

  25. 23 1. Phil Walls, U.S. Small Business Administration, disaster declaration issued for San Bernardino County and surround counties for the storms from December 16 - December 26. It makes available low-interest disaster loans for small business, homeowners, renters and non-profits that suffered damage related to the storms. 2. Rigoberto Gomez, resident, blessed to be living in Rialto for 34 years. He wanted to introduce himself and say hello to City Council. 3. Issac Bolvadia, resident, wanted to know City Council's thoughts on raising the minimum wage in Rialto.

  49. 44 Item F.3 Council Member Montoya had questions regarding the money requested is not adding up to $190,000, they are paying 3 times the going rate, and what is the issue of getting these positions filled? City Manager Williams said she will get a more accurate estimate from the Finance team. Shama Curian, Human Resources Director stated they work with other departments to run the recruitment process. With this Office Specialist position they are moving through the eligibility list but the department needed someone right away and felt it was best to have a temp at this time. the rate includes the base salary, benefits and overhead costs. City Treasurer Carrillo said they will amend the resolution to reflect the correct amount. Mayor Pro Tem Scott stated they have an issue with contract employees and they should work to get a permanent employee in the vacant position. Also, because its a large dollar amount it should have been a TAB item.
