Approval of City Council/Housing Authority/Successor Agency to the Redevelopment Agency Meeting Minutes It is recommended that the City Council approve the following City Council/Housing Authority/Successor Agency to the Redevelopment Agency Meeting Minutes: May 12, 2025 Special Meeting Minutes 25-1432

A Resolution to Amend the FY 2024-25 Capital Improvement Program (CIP) Budget to Modify Funding for the Holt Avenue Corridor Improvements,” Project No. 428-2590-XXXXX-68575 to Accurately Reflect Expenditures It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2025-59 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2024-25 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $403,169 OF AVAILABLE PROPOSITION C FUNDS TO AND UNAPPROPRIATING $403,169 OF MEASURE M FUNDING FROM “HOLT AVENUE CORRIDOR IMPROVEMENTS,” PROJECT NO. 428-2590-XXXXX-68575 25-1345

Approval of the FY 2025-26 Annual Engineer of Record Report and a Resolution of Intent Setting July 21, 2025 as the Public Hearing Date Regarding Annexation of Additional Territory and the Levy of Annual Assessments for the Consolidated Citywide Street Lighting and Landscaping Maintenance District It is recommended that the City Council: 1) Approve the Engineer’s Report for the Consolidated Citywide Street Lighting and Landscaping Maintenance District for FY 2025-26, including annexation of 125 additional parcels and the annual levy of assessments; and 2) Adopt the following resolution: RESOLUTION NO. 2025-66 - A RESOLUTION OF THE CITY COUNCIL OF POMONA, CALIFORNIA, TO ANNEX NEW TERRITORY AND LEVY FISCAL YEAR 2025-26 ASSESSMENTS FOR THE CONSOLIDATED CITYWIDE STREET LIGHTING AND LANDSCAPING MAINTENANCE DISTRICT AND TO SET JULY 21, 2025 AS THE DATE FOR THE PUBLIC HEARING ON THE MATTER 25-1416

Award a Professional Consulting Services Contract for Developing the City’s Safety Action Plan Related to Roadway Safety It is recommended that the City Council take the following actions: 1) Award a professional consulting services contract to TJKM Transportation Consultants for “Pomona Safety Action Plan,” Project 428-2590-XXXXX-68590, for developing the City’s Safety Action Plan, in the amount of $481,409; and 2) Authorize the City Manager, or designee, to execute the contract and any related documents and subsequent change orders on behalf of the City. 25-1420

Approve a Memorandum of Understanding Between the City and 909 Open Market for a 2025 Summer Concert Series It is recommended that the City Council take the following actions: 1) Approve a one-year Memorandum of Understanding between the City of Pomona and 909 Open Market to host a four-concert summer series in June - September 2025, with a one-year extension option; and 2) Authorize the City Manager, or designee, to execute all documents and future amendments of the Memorandum of Understanding, related with this action on behalf of the City, subject to review and approval as to form by the City Attorney. 25-1441

Public Hearing: Adoption of Resolutions Approving the Fiscal Year (FY) 2025-26 City of Pomona Operating Budget, Housing Authority Budget, Five Year Capital Improvement Program Budget, Establishing the FY 2025-26 Gann Appropriations Limit, Personnel Related Actions, and Approve Section 115 Trust Payment to CalPERs It is recommended that the City Council and the City Council sitting as the Commission of the Housing Authority conduct the public hearing and after receiving comments and testimony, adopt respectively the following resolutions: 1) RESOLUTION NO. 2025-70 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA ADOPTING THE CITY’S OPERATING BUDGET FOR FISCAL YEAR 2025-26 2) RESOLUTION NO. 2025-71 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA SITTING AS THE COMMISSION OF THE HOUSING AUTHORITY OF THE CITY OF POMONA, ADOPTING THE FISCAL YEAR 2025-26 HOUSING AUTHORITY BUDGET 3) RESOLUTION NO. 2025-72 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA APPROVING THE FISCAL YEAR 2025-26 TO FISCAL YEAR 2029-30 FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM AND ADOPTING A CAPITAL IMPROVEMENT PROGRAM BUDGET FOR FISCAL YEAR 2025-26 4) RESOLUTION NO. 2025-73 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA ESTABLISHING THE GANN APPROPRIATIONS LIMIT OF THE CITY OF POMONA PURSUANT TO ARTICLE XIII OF THE STATE CONSTITUTION FOR FISCAL YEAR 2025-26 5) RESOLUTION NO. 2025-74 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING APPENDIX A OF THE COMPENSATION PLAN FOR EXECUTIVE MANAGEMENT GROUP A AND B EMPLOYEES BY ADDING THE CHILDREN & YOUTH SERVICES DIRECTOR CLASSIFICATION 6) RESOLUTION NO. 2025-75 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING APPENDIX B OF THE MEMORANDUM OF UNDERSTANDING WITH THE POMONA MID-MANAGEMENT/ CONFIDENTIAL EMPLOYEES’ ASSOCIATION BY ADDING THE CLASSIFICATIONS OF ARTS IN PUBLIC PLACES PROGRAM MANAGER AND BUILDING & SAFETY SUPERVISOR 7) RESOLUTION NO. 2025-76- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING APPENDIX B OF THE MEMORANDUM OF UNDERSTANDING WITH THE POMONA CITY EMPLOYEES’ CHAPTER OF THE TEAMSTERS LOCAL 1932 BY ADDING THE CLASSIFICATIONS OF SENIOR PLANS EXAMINER AND STORMWATER MAINTENANCE CREW LEADER 8) RESOLUTION NO. 2025-77 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ADOPTING THE CITY OF POMONA’S SALARY SCHEDULE FOR FISCAL YEAR 2025-26 TO MEET THE CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTIONS 570.5 AND 571 9) Approve a payment from the Section 115 Pension Trust in the amount of $1.9M for an additional Discretionary Payment to CalPERS to be made on or before June 30, 2025. 25-1333
