Mission Boulevard as a local historic landmark. Recommendation Staff recommends that the Historic Preservation Commission approve File No(s). Columbia Avenue Project Applicant: Maura Montellano Project Planner: Irene Mouré, Assistant Planner Council District: CC District No. 4 A request for a Major Certificate of Appropriateness application for a proposed project pertaining to an accessory dwelling unit garage conversion of 396 SF with 171 SF addition for a total of 567 SF at a contributing resource within the Lincoln Park Historic District. Pursuant to the Guidelines for Implementation of the California Environmental Quality Act (CEQA), the proposed project meets the criteria for a Categorical Exemption in compliance with Article 19, Section 15301, Class 1 (Existing Facilities) and Section 15331, Class 31 (Historic Resource Restoration/Rehabilitation) in that the project consists of alterations existing structures and is consistent with the Secretary of Interior’s Standards for the Treatment of Historic Properties. The proposed project described above hereby meets the guidelines for a Categorical Exemption, therefore, no further environmental review is required. Recommendation Staff recommends the Historic Preservation Commission approve MAJCOA-000010-2026 and adopt HPC Resolution No. 26-014. 26-1294

Eleanor Street Project Applicant: Ana Gonzalez Zelaya and Pablo Gonzalez Project Planner: Alina Barron, Senior Planner Council District: Council District No. 4 A request for a Certificate of Appropriateness for the construction of a 410 square-foot addition and new accessory dwelling unit garage conversion and addition in the rear of a noncontributing resource within the Lincoln Park Historic District. Pursuant to the Guidelines for Implementation of the California Environmental Quality Act (CEQA), the proposed project meets the criteria for a Categorical Exemption in compliance with Article 19, Section 15301, Class 1 (Existing Facilities) and Section 15331, Class 31 (Historic Resource Restoration/Rehabilitation) in that the project consists of two minor additions to two separate existing structures and is consistent with the Secretary of Interior’s Standards for the Treatment of Historic Properties. The proposed project described above hereby meets the guidelines for a Categorical Exemption, therefore, no further environmental review is required. Recommendation Staff recommends that the Historic Preservation Commission approve MAJCOA-000776-2024 and adopt HPC Resolution No. 26-015, subject to conditions. 26-1271

Major Certificate of Appropriateness (MAJCOA-000774-2024) Project Address: 576 Texas Street Project Applicant: Ana Gonzalez Zelaya and Pablo Gonzalez Project Planner: Alina Barron, Senior Planner Council District: Council District No. 1 A request for a Certificate of Appropriateness for the construction of one new accessory dwelling unit & one new accessory dwelling unit garage conversion and addition on existing multi-family property of a contributing resource within the Wilton Heights Historic District. Pursuant to the Guidelines for Implementation of the California Environmental Quality Act (CEQA), the proposed project meets the criteria for a Categorical Exemption in compliance with Article 19, Section 15301, Class 1 (Existing Facilities) and Section 15331, Class 31 (Historic Resource Restoration/Rehabilitation) in that the project consists of the conversion of an existing structure and small new construction and is consistent with the Secretary of Interior’s Standards for the Treatment of Historic Properties. The proposed project described above hereby meets the guidelines for a Categorical Exemption, therefore, no further environmental review is required. Recommendation Staff recommends that the Historic Preservation Commission approve MAJCOA-000774-2024 and adopt HPC Resolution No. 26-016, subject to conditions. 26-1272
