  2. 1 The Oakland City Council Public Works and Transportation Committee convened at 11:35 A.M., with Councilmember Gallo presiding as Chairperson.
  3. 2 DEFINITION OF TERMS: • Action Item: shall mean any resolution, ordinance, public hearing, motion or recommendation requiring official vote and approval of the City Council to be effective. • Informational Item: shall mean an agenda item consisting only of an informational report that does not require or permit Council action. • Consent Item shall mean, for the purposes of the City Council agenda: 1) approval of Council minutes, and 2) any action or informational item placed on a Council agenda for a Regular Meeting or Special Meeting (i) as a Consent Item by the Rules and Legislation Committee, (ii) pursuant to Rule 28, or (iii) that a Standing Committee has forwarded to the full Council with unanimous recommendation for approval by the members who are present: Consent Item shall not include: 1) any item having a high level of public interest or controversy as determined by the Standing Committee Chair, or the Rules and Legislation Committee, or pursuant to Rule 28; 2) any item that requires a public hearing or that otherwise is ineligible by law as a Consent Item. • Non-Consent Item shall mean, for the purposes of a City Council agenda for a Regular Meeting or Special Meeting, any action or informational item that: 1) a Standing Committee has forwarded to the full Council without unanimous recommendation for approval; 2) has a high level of public interest or controversy as determined by a Standing Committee Chair, the Rules and Legislation Committee, or pursuant to Rule 28; or 3) requires a public hearing or is otherwise ineligible by law as a Consent Item.

  8. 3 Subject: Contract With Ron Dupratt Ford, Ford Parts And Service From: Oakland Public Works Department Recommendation: Adopt A Resolution Authorizing The City Administrator To Award A Contract To Ron Dupratt Ford, The Lowest Responsive And Responsible Bidder, A Non-Local Business Enterprise, In An Amount Not-To-Exceed Eight Hundred Thousand Dollars ($800,000) Per Year For Ford Parts And Service For A Three (3) Year Term, September 10, 2024 To September 9, 2027 And Authorize Two (2) Additional One (1) Year Agreement Extensions For An Amount Of Eight Hundred Thousand Dollars ($800,000) Per Year, For A Total Not-To-Exceed Contract Amount Of Four Million Dollars ($4,000,000) For A Term Of Five (5) Years Without Returning To Council In Accordance To Its Bid Filed With The City Clerk October 30, 2023 In Response To Specification No. 24-060-00/RFQ 271223 And Waive The Local And Small Local Business Enterprise Program Requirements 24-0409 Approved the Recommendation of Staff, and Forward Pass
  9. 4 Subject: Mission Critical OPW Storm Drain Flusher Truck Acquisition From: Oakland Public Works Department Recommendation: Adopt A Resolution Awarding A Contract To Municipal Maintenance Equipment Inc., A Vac-On Local Authorized Dealer, In The Amount Not To Exceed Seven Hundred Seventy Five Thousand Dollars ($775,000.00) For The Purchase Of One (1) Jet Truck Vacuum Cleaner Model VPD3611HE/1300 In Accordance With Cooperative Agreement Sourcewell Contract No. 101221-Vac, Oakland Municipal Code Section 2.04.080, And City Council Budget Appropriations And Allocation In The Enterprise Sewer Fund 3100 As Adopted By The Fiscal Year 2023-25 Budget 24-0442 Approved the Recommendation of Staff, and Forward Pass
  10. 5 Subject: Caltrans Clean California Maintenance Agreement Extension And Grant From: Oakland Public Works Department Recommendation: Adopt The Following Pieces Of Legislation: 1) Resolution Authorizing The City Administrator To: (1) Accept And Appropriate Clean California Grant Funds To Oakland Public Works (OPW) For Four Hundred Fifty Thousand Dollars ($450,000) For A Total Of One Million Seven Hundred Thirty Thousand Dollars ($1,730,000) From The California Department Of Transportation (Caltrans); And (2) Execute An Amendment For A Oneyear Extension To The Clean California Maintenance Agreement (CCMA) Between Caltrans And The City Of Oakland (City) To Provide Litter, Bulky Waste, And Homeless Encampment Debris Removal Services To Caltrans’ Rights Of Way In The City; And 24-0468 Approved the Recommendation of Staff, and Forward Pass
  11. 10 2) A Resolution Authorizing The City Administrator To: (1) Extend The Term Of The Contract With The Beautification Council By One-Year From June 30, 2024, To June 30, 2025; (2) Increase The Contract Amount By Four Hundred Fifty Thousand Dollars ($450,000) For A Total Not To Exceed Contract Amount Of Three Million Nine Hundred Thirty Thousand Dollars ($3,930,000); And (3) Waive Further Advertising And Competitive Request For Proposal/Qualification Selection Requirements 24-0469 Approved the Recommendation of Staff, and Forward Pass
