- 1. Approve the Budget Committee Action Minutes of June 26, 2024.
- 9 Consent Agenda
- 2. Receive the List of Standing and Follow-up Reports due to the Budget Committee.
- 3. Receive the June, and July 2024 California Department of Finance Bulletin.
- 4. a. Support the Sheriff’s acceptance of $75,000 from the State of California Department of Alcohol Beverage Control, Alcohol Policing Partnership (APP) Program; and b. Support approval of the increase in appropriations of the Sheriff’s FY 2024-2025 Adopted Budget 001-2300-SHE001-8242 by $75,000 financed by $75,000 from the California Department of Alcohol Beverage Control, Alcohol Policing Partnership (APP) Program and c. Support authorizing and directing Auditor Controller to amend the Sheriff’s Fiscal Year 2024-2025 Adopted Budget 001-2300-SHE001-8242 by $75,000 funded by the State of California Department of Alcohol Beverage Control, Alcohol Policing Partnership (APP) Program.

Support approval of a resolution authorizing and directing the Auditor-Controller to amend the FY 2024-25 Adopted Budget for Information Technology, Fund 001, Appropriations Unit INF002, Budget Unit 8436 to increase appropriations by $362,533 for the broadband expansion projects, financed by an increase in non-program revenue 001-1050-CAO019-8041 funded by American Rescue Plan Act (ARPA) revenue.

- 6. Receive an update on the Enterprise Resource Planning (ERP) Replacement Project Planning.
- 7. Receive and accept the bi-annual financial report for the Information Technology Department (ITD) for FY 2023-24.

- 18 Regular Agenda
- 9. Support approval of a resolution authorizing and directing the Auditor-Controller to: a. Amend the Fiscal Year (FY) 2023-24 Adopted Budget to increase appropriations and revenues (operating transfer in) by $8,247,000 for CalWORKs, Fund 001, Appropriations Unit SOC001, Budget Unit 8252 for FY 2023-24 Adopted Budget due to increased caseload expenses; (4/5ths Vote); and b. Amend the FY 2023-24 Adopted Budget to increase appropriations (operating transfer out) and revenues by $8,247,000 for Social Services 1991 Health & Welfare Realignment, Fund 025, Appropriation Unit SOC012 FY 2023-24 Adopted Budget (4/5ths vote required).
- 10. a. Receive a presentation from Sustainability Program staff on energy efficiency projects using Pacific Gas and Electric’s On-Bill Financing Program at Natividad Medical Center, Lake Nacimiento, Lake San Antonio, San Lorenzo Park, and Royal Oaks Park; b. Support the Board of Supervisors to approve and authorize the Assistant County Administrative Officer, or their designee, to enter into and execute all documents as required to participate in a Pacific Gas and Electric Company On-Bill Financing program offering 0% loans for the period of time identified in attachment On Bill Financing Project Tables for qualified energy efficiency projects at Natividad Medical Center; c. Support the Board of Supervisors to approve and authorize the Assistant County Administrative Officer, or their designee, to enter into and execute all documents as required to implement the energy efficiency upgrades identified by the Pacific Gas and Electric Company On-Bill Financing program at Lake Nacimiento, Lake San Antonio, San Lorenzo Park, and Royal Oaks Park as a direct contract with EcoGreen Solutions Inc.; d. Support the Board of Supervisors to authorize the Auditor-Controller to amend the Fiscal Year 2024-25 Adopted Budget, the County Administrative Office Sustainability (001-1050-CAO004-8587) to increase appropriations by $145,559 funded by a decrease in appropriations in General Fund contingencies (001-1050-CAO020-8034; e. Support the Board of Supervisors to authorize the Chief Executive Officer for Natividad Medical Center (NMC), or their designee, and authorize the Auditor-Controller to transfer $999,200 from NMC’s Enterprise Fund NMC001-451-9600-8142 to NMC’s Capital Reserve Fund (NMC002-404-9600-8142); and, f. Provide further feedback and direction to staff as needed.

Receive a presentation from staff on potential solar projects at Natividad Medical Center at 1441 Constitution Blvd., the ITD building at 1590 Moffett St., County Courthouse at 1200 Aguajito St., and the County Administrative buildings at 168 W. Alisal and 142 W. Alisal and options to move forward; and, b. Provide direction to staff to work with the County’s financial advisors on evaluating options for County ownership or a potential power purchase agreement; and, c. Recommend that this item be considered by the Board of Supervisors.
