  3. 3 Copies of the backup material relating to each item of business referred to on the agenda are on file in the office of the City Clerk. Any person who has questions concerning any agenda item may call the Engineering Department at 209-385-6860. Prior to each regular Traffic Committee meeting, a complete agenda packet is available for review in the Civic Center, 2nd floor Engineering Department, 678 West 18th Street, Merced, CA 95340 and on the City’s website at www.cityofmerced.org. Any documents provided to a majority of the committee members after this agenda is posted will be available for public inspection in the City Clerk's office during normal business hours.
  4. 4 PUBLIC COMMENT: OBTAIN SPEAKER CARD FROM THE TRAFFIC COMMITTEE CLERK
  5. 5 Members of the audience who wish to address the Traffic Committee are requested to complete a speaker card available at the podium against the back of the Council Chamber. Please submit the completed card to the Traffic Committee Clerk before the item is called, preferably before the meeting begins. Material may be emailed to (contactengineering@cityofmerced.org) and should be limited to 300 words or less. Please specify which portion of the agenda you are commenting on, for example, Report item # or Public Comment. Your comments will be presented to the Traffic Committee at the appropriate time. Any correspondence received after 1 PM will be distributed to the Traffic Committee and retained for the official record.

  11. 11 At this time, audience members who wish to speak on any matter not listed on the agenda, please identify yourself and city of residence, and if you intend on using technology for your presentation please leave a copy for the record. Committee will not take action on an item that is brought to their attention at this meeting. If it requires action, it will be referred to staff and/or listed on the next Traffic Committee agenda. Members of the public who wish to speak will be allotted 3 minutes. Avoid repeating what previous speakers have said. If two or more individuals are present as a group and wish to speak on one side of an issue, please select a single spokesperson to present your views.

  13. 13 All matters listed under the consent calendar are considered routine by the Traffic Committee and will be adopted by one action of the Traffic Committee unless a member of the audience or Traffic Committee member has a question, statement or wishes to discuss an item. In that event, the clerk will remove that item from the consent calendar and place it for separate consideration.

  18. F.1 SUBJECT: CONTINUED REQUEST #24-22 Requesting A Two Hour Parking Zone On 18th Street From N St. To The Shannon Parcade. REPORT IN BRIEF Citizen states drivers are parking in front of the Civic Center for long periods of time and leaving customers that need to pay their bills having to park at further distances. 24-666 approved Pass
  19. F.2 SUBJECT: CONTINUED REQUEST #24-30 Requesting Bollards To Be Installed To Restrict Access To The Dead-End Road Of Nottingham Avenue. REPORT IN BRIEF Citizen and community states that this neighborhood is filled with constant occurrences of illegal and dangerous activities, specifically taking place in the dead-end road of Nottingham Avenue. This poses a significant safety hazard for citizens in the area. Citizen adds that these dangerous activities also include an accumulation of debris that requires city cleanup resources. The addition of bollards that restrict access to the dead-end road can support a safer environment for community members, while also reducing the opportunity for illegal activities to take place in this area. 24-667 denied Pass

F.3 SUBJECT: CONTINUED REQUEST #24-31 Requesting Enhanced Traffic Control Evaluations At The Intersections Of MLK Jr Way And West 27th Street, West 23rd Street And I Street, And West 23rd And H Street. REPORT IN BRIEF Citizen states that there is a lack of signage at the corners of these 3 intersections which can be confusing to drivers on who has the right of way. Martin Luther King Jr Way and West 27th Street is a cause for concern with the lack of signage due to this being a high vehicle traffic area with an elementary school a block away. Citizen adds that West 23rd Street and I Street, and West 23rd Street and H Street have no signage at either corner to yield or stop. An addition of proper signage would enforce safety measures for residents and school children in the community. 24-668 denied Pass

F.4 SUBJECT: CONTINUED REQUEST #24-32 Requesting Proper Signage/Markings Of Public Or Private Parking And Parking/Code Enforcement To The Parking Spaces Along W Main Street Next To The Tioga Sequoia Brewery. REPORT IN BRIEF Citizen states that the public parking spaces along W Main Street next to the Tioga Sequoia Brewery are consistently reserved for food trucks by the Tioga Sequoia Brewery without proper permits. The employees of the brewery place noncompliant traffic devices into the public parking spaces to reserve a space for food trucks, even when food trucks are not present or will not be providing services that day. This takes away parking for residents who already have a hard time finding a safe place to leave their vehicle and allows employees of the brewery to benefit by taking these spots when available instead. Citizen states employees will also illegally double park to save the spaces, place these traffic devices around community members cars who park there, and food trucks block the crosswalk and road to wait for a space to be available. Adding signage/markings and obtaining permits can eliminate these issues and allow a safer environment for all citizens, patrons, and vendors in the area. 24-669 tabled Pass
  22. F.5 SUBJECT: REQUEST #24-24 Requesting A Speed Bump/Bumps Along Bodie Street. REPORT IN BRIEF Citizen and community states drivers are speeding past this street at fast and unsafe speeds. The area is close to the Weaver Middle School, and is prone to pedestrians, children, and even pet traffic on a daily basis. The addition of speed bumps will help drivers slow down and obey the speed limit. 24-295 continued Pass
  23. F.6 SUBJECT: REQUEST #24-36 Requesting A Crosswalk on Mercy Avenue between G Street and Sandpiper Avenue. REPORT IN BRIEF Citizen states that the Mercy Medical Center owns the parking lot on the south end of Mercy Avenue between G Street and Sandpiper Avenue. Many patients, employees, students, and visitors use this parking lot, but there is no crosswalk in the area, which results in pedestrians crossing the street with no protected measures. Installing a crosswalk would increase safety for all pedestrians in the area. 24-664 denied Pass
  24. F.7 SUBJECT: REQUEST #24-37 Requesting A Four Way Stop At The Intersection Of El Portal Drive And Parsons Avenue. REPORT IN BRIEF Citizen explains that there has been a surplus of speeding vehicles in the neighborhood after the grocery stores/new homes were added in the Yosemite Ave area. The installation of a four-way stop at the intersection of El Portal Dr and Parsons Ave could mitigate the speeding issue and support safety measures in the community. 24-670 denied Pass
  25. F.8 SUBJECT: REQUEST #24-38 Requesting The Installation Of Speed Bumps And A Temporary Speed Trailer On Northwood Drive. REPORT IN BRIEF Citizen explains many drivers use Northwood Drive as a throughway to avoid the traffic on Olive Ave and Bear Creek Dr. These vehicles travel at high speeds, causing safety hazards to residents of this area, many of whom include both children and elderly veterans who enjoy spending time outside frequently. The potential risk of an accident has led some fearful residents to discontinue the walks outdoors. The installation of speeds bumps could urge drivers to slow down and would allow for a safer environment for all residents and drivers in the area. A temporary speed radar would be beneficial until speeds bumps are installed. 24-671 continued Pass
  26. F.9 SUBJECT: REQUEST #24-39 Requesting Signage For 15 Mph Or to “Slow Down” At 1017 W Santa Fe Avenue. REPORT IN BRIEF Citizen expresses concern and fear of being struck by vehicles traveling quickly down W Santa Fe Avenue. Posting signage to slow down or enforce a 15-mph speed limit could support traffic and pedestrian safety in the neighborhood. 24-673 denied Pass
  27. F.10 SUBJECT: REQUEST #24-40 Requesting Installation Of Signage With Reflectors To Alert Drivers Of The Bend In The Road At 199 E Santa Fe Avenue. REPORT IN BRIEF Citizen explains how many drivers traveling westbound may be distracted or simply cannot see the bend in the road which causes drivers to jump the curb and damage personal and city property. There have been two occurrences at this location within the past few years. The installation of reflective signage announcing the bend in the road can provide preventative/safety measures for drivers and citizens in the area. 24-674 approved Pass
