  3. 3 At least 72 hours prior to each regular Board/Commission meeting, a complete agenda packet is available for review on the City's website at www.cityofmerced.org or at the City Clerk's Office, 678 W. 18th Street, Merced, CA 95340. All public records relation to an open session item that are distributed to a majority of the Commission will be available for public inspection at the City Clerk's Office during regular business hours. Assisted hearing devices are available for meetings held in the Council Chamber.
  4. 4 PUBLIC COMMENT: OBTAIN SPEAKER CARD FROM THE BOARD/COMMISSION CLERK
  5. 5 Members of the audience who wish to address the Board/Commission are requested to complete a speaker card available at the podium against the back of the Council Chamber. Please submit the completed card to the Board/Commission Clerk before the item is called, preferably before the meeting begins. Material may be emailed to (insert Board/Commission contact email) no later than 1 PM on the day of the meeting. Please specify which portion of the agenda you are commenting on, for example, Report item # or Public Comment. Your comments will be presented to the Board/Commission at the appropriate time. Any correspondence received after 1 PM will be distributed to the Board/Commission and retained for the official record.

  10. 10 Members of the public who wish to speak on any matter not listed on the agenda may speak during this portion of the meeting and will be allotted 3 minutes. State law prohibits the Board/Commission from acting at this meeting on any matter raised during the public comment period. Members of the public who wish to speak on a matter that is listed on the agenda will be called upon to speak during discussion of that item.

  12. 12 Adoption of the Consent Calendar may be made by one motion of the Board/Commission, provided that any Member, individual, or organization may request removal of an item from the Consent Calendar for separate consideration. If a request for removal of an item from the Consent Calendar has been received, the item will be discussed and voted on separately.

SUBJECT: High Speed Rail Updates REPORT IN BRIEF Parks & Community Services Director Christopher Jensen will provide ongoing updates as available on High Speed Rail as it relates to the acquisition of the Merced Senior Community Center and the McCombs Youth Center.   19. F.5. SUBJECT: Review Youth Service Provider Quarterly Reports in Consideration of Each Providers Continued use of Youth/Community Centers. REPORT IN BRIEF Requesting review of quarterly activity reports submitted by Youth Service Providers to report program efforts to the Recreation and Parks Commission in consideration of their use of the facility as a Service Provider. These quarterly reports reflect the efforts made to provide services to youth through the Youth Center awarded to the Provider for the period between April 1, 2024 and June 30, 2024. RECOMMENDATION Information Only 24-945

SUBJECT: Approving Request from the Chance Dobbins Sr. Charity for the Co-Sponsored Rental Rate for the Merced Senior Community Center for Club 67 Monthly Dances REPORT IN BRIEF Considers approving a request for the co-sponsored rate for the rental of the Merced Senior Community Center by the Chance Dobbins Sr. Charity to host Club 67 monthly dances on one Friday per month. RECOMMENDATION Recreation and Parks Commission - Adopt a motion approving the request for monthly rentals of the Merced Senior Community Center for Club 67 dances at the co-sponsored rental rate. 24-1047 approved Pass

SUBJECT: Consider Merced County Disc Golf Club Request for City Support of Professional Disc Golf Association 2026 Tour Bid to Include Fahrens Park Disc Golf Course REPORT IN BRIEF Parks & Community Services has received a request for City Support of Merced County Disc Golf Club (MCDGC) Professional Disc Golf Association tour application to host event at Fahrens Park Disc Golf Course in 2026. RECOMMENDATION Adopt a motion in support of the City of Merced providing a letter of support to Merced County Disc Golf Club for their bid to host a 2026 PDGA event at Fahrens Park Disc Gold Course. ALTERNATIVES 1. Approve, as recommended by staff; or, 2. Deny; or, 3. Refer to staff for reconsideration of specific items (specific items to be addressed in the motion) 24-631 approved as amended Pass

SUBJECT: Consider Support of Fahrens Park Natural Trail within Basin Between Black Rascal Creek and Yosemite Avenue REPORT IN BRIEF Parks & Community Services is requesting support for the addition of a natural trail to the Fahrens Park basin between Black Rascal Creek along Buena Vista and Yosemite Avenue. The trail would serve as a mixed-use path for additional recreation within the basin such as biking or running. RECOMMENDATION Adopt a Motion in support of the creation of the Fahrens Park Natural Trail within the basin between Black Rascal Creek and Yosemite Avenue 24-632 approved Pass
