  4. 4 At least 24 hours prior to a scheduled Special Meeting, a complete agenda packet is available for review on the City's website at www.cityofmerced.gov or at the City Clerk's Office, 678 W. 18th Street, Merced, CA 95340. All public records relating to an open session item that are distributed to a majority of the Commission will be available for public inspection at the Parks and Community Services' Office during regular business hours. At every special meeting, the legislative body shall provide the public with an opportunity to address the body on any item described in the notice before or during consideration of that item. Assisted hearing devices are available for meetings held in the Council Chamber.
