SUBJECT: Approval to Accept and Appropriate Grant Funds from the Department of Homeland Security Federal Emergency Agency (FEMA) Fiscal Year 2020 Assistance to Firefighters Grant (AFG) Program in the Amount of $403,470.60 With Matching Funds from the Unencumbered, Unreserved General Fund Balance in the Amount of $40,347.06, for a Total Project Cost of $443,817.66 to Purchase Portable Radios, Base Station Radios, Accessories, and Multi-Bank Chargers and Approval to Use Pooled Cash to Cover the Appropriation Until Grant Funds are Reimbursed REPORT IN BRIEF Considers accepting and appropriating grant funds from the Department of Homeland Security Federal Emergency Agency (FEMA) Fiscal Year 2020 Assistance to Firefighters Grant (AFG) Program in the amount of $403,470.60 with matching funds from the unencumbered, unreserved General Fund balance in the amount of $40,347.06, for a total project cost of $443,817.66 to purchase portable radios, base station radios, accessories, and multi-bank chargers; using pooled cash to cover the appropriation until grant funds are reimbursed. RECOMMENDATION City Council - Adopt a motion: A. Accepting the FY 2020 AFG in the amount of $403,471 in grant funds to support the replacement of portable radios, base station radios, accessories and multi-bank chargers to 001-0901-321.17-00 (Federal Government Grants); and, B. Appropriating $403,471 to account 001-0901-523.43-00 (Property/Machinery/Equipment) to purchase portable radios, base station radios, accessories and multi-bank chargers; and, C. Approving a supplemental appropriation in the amount of $40,348 from the unencumbered, unreserved General Fund balance to 001-0901-523.43-00 for use as the City of Merced’s local cash match of 10%, as identified in the grant application; and, D. Authorizing the use of pooled cash to cover the appropriation until grant funds are reimbursed; and, E. Authorizing the Finance Officer to make the necessary budget adjustments; and, F. Authorizing the City Manager or Deputy City Manager to execute all documents, including any amendments.
