SUBJECT: Provide the City Council Information Regarding $27,427,882 in Funding from the U.S. Department of Treasury Corona Virus Local Fiscal Recovery Fund, Approving a Supplemental Appropriation in the Amount of $2,610,791 for Fiscal Year 2020-21 and $131,736 for Fiscal Year 2021-22, and Seeking Direction for Use and/or Community Engagement Process for Input on Future Allocation REPORT IN BRIEF Provide the City Council information regarding the American Rescue Plan Act (ARPA) funds from the U.S. Department of Treasury Corona Virus Local Fiscal Recovery Fund of $27,427,882, approving a supplemental appropriation in the amount of $2,610,791 for Fiscal Year 2020-21 and $131,736 for Fiscal Year 2021-22, and seeking direction for use and/or a community engagement process for input on a future allocation. RECOMMENDATION City Council - Adopt a motion: A. Approving a supplemental appropriation in the amount of $8,524 in Fund 087-American Rescue Plan Act for reimbursement of FY 2020-21 and $100,000 for FY 2021-22 COVID-19 expenses; and, B. Approving a supplemental appropriation in the amount of $102,267 in Fund 087-American Rescue Plan Act for reimbursement of FY 2020-21 payroll and overtime costs due to COVID-19 impacts; and, C. Approving a supplemental appropriation in the amount of $31,736 in Fund 087-American Rescue Plan Act for Extra Help in FY 2021-22; and, D. Approving a supplemental appropriation in the amount not to exceed $2,500,000 in Fund 087- American Rescue Plan Act in FY 2020-21 for reduction in revenue through December 2020, transferring to the General Fund, Measure C, and CFD, and appropriating a not to exceed amount of $350,000 to cover Police and Fire general services payroll costs; and, E. Authorizing the Finance Officer to make any necessary budget adjustments.
