SUBJECT: Request for Council Direction Regarding a 3-Part Pilot Program in Downtown Merced Including Transitioning W. Main Street from K Street to M Street to One-Way Traffic Flow and Adding Diagonal Parking; Transitioning Canal Street from W. 18th Street to W. Main Street to One-Way Traffic Flow and Adding Diagonal Parking; and Setting 2-Hour Parking Limits in the Test Area and Approval of Request for Additional Supplemental Appropriation from the General Fund (Coronavirus Relief Funds) in the Amount of $20,000.00 to Fund 001-2002-572-29-00 (Economic Development - Other Materials and Supplies) to Support the Local Businesses Adapting to the COVID-19 Purple Tier Re-Designation REPORT IN BRIEF Staff is asking direction from the City Council about changing the flow of traffic to one way, adding diagonal parking, and setting a 2-hour parking limit in a test area in Downtown Merced including W. Main Street from K Street to M Street and Canal Street from W. 18th Street to W. Main Street. In addition, staff is seeking direction on a supplemental appropriation to increase the amount allocated to the Program Supporting Local Businesses Adapting to the COVID-19 Purple Tier Re-Designation and provide an update on the progress of the program. RECOMMENDATION City Council - Adopt a Motion: A. Providing direction to staff regarding transitioning W. Main Street from K Street to M Street to one-way traffic and adding diagonal parking; and, B. Providing direction to staff regarding transitioning Canal Street from W. 18th Street to W. Main Street to one-way traffic flow and adding diagonal parking; and, C. Providing direction to staff regarding setting 2-hour parking limit in subject test area; and, D. Approving a supplemental appropriation in the amount of $20,000 from the unreserved, unencumbered General fund balance of the Coronavirus Relief Funds to account 001-2002-572-29-00 (Other Materials and Supplies - Economic Development, Project #242010).
