SUBJECT: Update on the United States Department of Housing and Urban Development (HUD) Coronavirus Aid, Relief, and Economic Security (CARES) Act - Community Development Block Grant Coronavirus (CDBG-CV) Programs; and a Request for Council Direction on New Third-Round CARES Act Funding in the Amount of $532,327 Allocated to the City by HUD, and to Implement the Citizen Participation and Substantial Amendment Process to Receive the New HUD Allocation REPORT IN BRIEF Update on the United States Department of Housing and Urban Development (HUD) Coronavirus Aid, Relief, and Economic Security (CARES) Act - Community Development Block Grant Coronavirus (CDBG-CV) Programs approved by Council on June 1, 2020; Request Council Direction regarding the best use of new CARES Act Third-Round funding allocated to the City by HUD in the amount of $532,327; and, requesting Council Direction to begin the required Citizen Participation and Substantial Amendment Process necessary to receive the new HUD allocation. RECOMMENDATION City Council - Adopt a motion: A. Identifying projects to target with Third-Round CDBG-CV funding, as suggested by Staff, for the prevention of, preparation for, and response to the COVID-19 Coronavirus; and, B. Directing Staff to initiate the expedited Citizen Participation and Substantial Amendment process required in order to amend the 2019 Annual Action Plan with the new CDBG-CV funding allocation and projects, which will include providing an opportunity to the public to comment on the identified proposed use of funds, a publicly-noticed expedited five-day comment period, setting a future public hearing, future Council approval of the Amendment, and submittal of the Amendment to HUD for approval.
