SUBJECT: Final Public Hearing and Approval of the City of Merced U.S. Department of Housing and Urban Development 2020-2024 Consolidated Plan, 2020 First-Year Annual Action Plan, and the 2020 Update to the Analysis of Impediments to Fair Housing Choice REPORT IN BRIEF Re-open the Public Hearing from October 19, 2020, to receive public input regarding the Draft 2020-2024 Consolidated Plan, 2020 Annual Action Plan, and the 2020 Update to the Analysis of Impediments to Fair Housing Choice; provide direction to staff regarding any final changes; Approval of the U.S. Department of Housing and Urban Development (HUD) 2020-2024 Five-Year Consolidated Plan, Analysis of Impediments to Fair Housing Choice, and 2020 Annual Action Plan; and authorizing the Interim City Manager to execute all documents as necessary to submit the final documents to HUD and to accept the CDBG and HOME grants after approval by HUD. RECOMMENDATION City Council - A. Re-open and conduct the public hearing to receive any final public input regarding the Draft 2020-2024 Consolidated Plan, 2020 Annual Action Plan, and the 2020 Update to the Analysis of Impediments to Fair Housing Choice, and, B. Provide direction to staff regarding any final changes to be made to any part of the Draft Consolidated Plan, Draft Annual Action Plan, and Draft Analysis of Impediments to Fair Housing Choice; and, And, Adopt a motion: C. Approving Resolution 2020-78, a Resolution of the City Council of the City of Merced, California, Approving the 2020-2024 Five-Year Consolidated Plan, Analysis of Impediments to Fair Housing Choice, and 2020 HUD First-Year Annual Action Plan, Certifying Compliance with the Requirements of the Community Development Block Grant (CDBG) Program and HOME Investment Partnership (HOME) Program, and authorizing staff to submit all approved documents and certifications to the U.S. Department of Housing and Urban Development; and, D. Authorizing the Interim City Manager to execute all related documents and make any minor modifications as necessary to submit the Final Drafts of the Consolidated Plan, First-Year Annual Action Plan, and Analysis of Impediments to Fair Housing Choice and to accept the CDBG and HOME grants after approval by HUD.
