1. 1 Chief Legislative Analyst and Charter Reform Commission reports relative to recommendations for amendments to the City Charter, in accordance with Ordinance No. 188303.
2. 2 Motion (Rodriguez – Blumenfield) relative to a Charter amendment to create a Neighborhood Appeals Commission comprised of seven members appointed to represent each area of the current Area Plannning Commissions.
3. 3 Motion (Rodriguez – Blumenfield) relative to a Charter amendment to bifurcate the Office of the City Attorney to establish an Office of Legal Counsel within the Office of the Chief Legislative Analyst and associated costs.
4. 4 Motion (Raman – Blumenfield) relative to a Charter amendment to establishing a diverse seven member Board of Neighborhood Appeals representing the City's seven regions, and as the City's sole appeal body on all quasi-judicial matters.
5. 5 Chief Legislative Analyst report relative to proposed Charter amendments and policy changes for the Port of Los Angeles, including the Public Access Investment Plan and workforce impact disclosures for Port leasing and development agreements. (Referred to Trade, Travel, and Tourism [TTT] Committee and Rules, Elections, and Intergovernmental Relations Committee. The TTT Committee approved the report recommendations as amended, on 4/14/26.)
6. 6 Motion (Raman – Blumenfield) relative to a Charter amendment to grant the Department of Public Works the power and duties to construct, operate, and maintain facilities that are not a dedicated public right-of-way.
7. 7 Motion (McOsker - Blumenfield) relative to a Charter amendment to remove certain language regarding the devotion of time to the duties of the Board of Public Works.
8. 8 Motion (Jurado – Rodriguez, et al.) and Department of Recreation and Parks (RAP) report relative to a Charter amendment to increase the City's annual appropriation to the RAP from 0.0325 percent of assessed value of all property, as assessed for City taxes, up to 0.0650 percent of said taxes.
9. 9 Motion (Soto-Martinez – Harris-Dawson) relative to a Charter amendment to require a regular schedule of fee studies from all Charter and ordinance departments that charge fees.
10. 10 Motion (Rodriguez – Blumenfield) relative to a Charter amendment to reform voting in the City, such as Ranked Choice Voting and Approval Voting, it's associated costs, and the ability of the County of Los Angeles to administer the changes.

15. 15 Motion (Rodriguez - Blumenfield) relative to a Charter Amendment to require Commissions and Boards to submit the Statement of Economic Interests and Restricted Source Financial Disclosure Statements prior to their consideration by the Council.
16. 16 Motion (McOsker – Padilla) relative to a Charter amendment to implement a Workforce Impact Report framework for the Port of Los Angeles, including integration into decision-making processes, workforce protections, and potential Charter amendment. 17. 17 Motion (McOsker - Hernandez) relative to a Charter amendmnet to implement a Workforce Impact Report framework to evaluate the impacts of proposed policies, projects, permits, operational changes, contracting decisions, or technology deployments on workers and the regional economy. (Referred to Economic Development and Jobs Committee and Rules, Elections and Intergovernmental Relations Committee.)
18. 18 Motion (McOsker – Park) relative to a Charter amendment to allow any Port Warden hired from outside City service to participate in either the Los Angeles Fire and Police Pension plan or the Los Angeles City Employees' Retirement System.
19. 19 Los Angeles City Employees' Retirement System (LACERS) Board of Administration report relative to Charter amendments to authorize LACERS to meet staffing needs and set compensation, set scheduling for Board meetings, select the General Manager and compensation, and select legal counsel when a conflict of interest with the City Attorney is determined. 20. 20 Motion (Hutt, Park - Harris-Dawson) relative to a Charter amendment to implement the Assign Hire Supplemental Retirement Credit Program, a supplemental benefit for Los Angeles Fire Department members who work involuntary additional duty shifts.
21. 21 Motion (Park, Padilla - McOsker) relative to a Charter amendment to establish a residency requirement for the Board of Airport Commissioners.
22. 22 Motion (Nazarian - Rodriguez) relative to a Charter amendment to expand the role of the Office of Public Accountability / Ratepayer Advocate to conduct independent public analysis of Bureau of Sanitation (BOS) rate actions, change reporting authority to the Board of Public Works, and provide for proportionate funding from the Department of Water and Power and BOS.
