1. 1 Verbal update from the City Administrative Officer and other relevant departments/entities regarding the status of reports requested in Council file No. 23-1022-S18 and Exhibit H, Action No. 32, Instruction H of the 2025-26 Adopted Budget Council file No. 25-0600 relative to reducing the City's homelessness spending by 10-15%; and related matters.
2. 2 Verbal update from the Los Angeles Housing Department, Community Investment for Families Department, City Administrative Officer, Chief Legislative Analyst, and other relevant departments/entities regarding the status of reports requested in Council file No. 25-0847 relative to facilitating a "Know Your Rights" training amongst all City-funded homelessness outreach engagement, interim housing, or permanent housing service providers; and related matters.
3. 3 City Administrative Officer reports relative to interim housing (IH) beds and permanent supportive housing (PSH) units within the City.
4. 4 City Administrative Officer reports relative to the status of converting the Ramada Inn located at 3130 Washington Boulevard in Council District 11 to permanent housing; and the status of Project Homekey sites from rounds one, two and three.
5. 5 City Administrative Officer report relative to Seasonal Winter Shelter Program bed rate adjustment.
6. 6 City Administrative Officer and Los Angeles Housing Department reports and Resolutions relative to adopting the Tax Equity and Fiscal Responsibility Act Resolution and Minutes; and issuing a supplemental tax-exempt multifamily revenue note in an amount up to $3,200,000; and executing related financing documents for the 803 East 5th Street Supportive Housing Project located at 803 East 5th Street in Council District 14.
7. 7 City Administrative Officer and Los Angeles Housing Department reports and Resolutions relative to adopting the Tax Equity and Fiscal Responsibility Act Resolution and Minutes; and issuing a supplemental tax-exempt multifamily mortgage revenue bond in an amount up to $1,900,000; and executing related financing documents for the Voltaire Villas Supportive Housing Project located at 316 North Juanita Avenue in Council District 13.
8. 8 Los Angeles Housing Department report relative to establishing a process to assess and report on trends related to the concentration of ownership and corporatization of the City's housing stock that may negatively impact renters, limit small landlord ownership opportunities, and limit first-time homebuyer opportunities.
9. 9 Motion (Raman – Blumenfield) relative to initiating a Request for Qualifications to solicit interested organizations to apply to participate in the City's "Small Lots, Big Impacts" Initiative (SLBI).
10. 10 Motion (Raman – Blumenfield) relative to identifying and aligning unique identifiers between the City and outside agencies to track City-funded homeless service programs.
11. 11 Motion (Jurado – Padilla) relative to instructing the Los Angeles Housing Department to report with recommendations to coordinate with immigration rights and tenant rights organizations to develop a standardized immigration know-your-rights information sheet; incorporating the standardized information sheet in the Tenant Anti-Harassment Ordinance bulletin; an analysis of the feasibility of utilizing Los Angeles County Affordable Housing Solutions Agency (LACAHSA) dollars to fund rental support for those impacted by immigration raids; and related matters.
