3. 3 City Administrative Officer and Los Angeles Housing Department reports relative to entering into a Memorandum of Understanding with the California Housing Finance Agency to issue conduit bonds in the City and issuing a Request for Proposals to conduct a fee study for the Affordable Housing Bond Program and related programs.

5. 5 Exemption, City Attorney report and Revised Ordinance relative to adding Article 6 to Chapter XVI of the Los Angeles Municipal Code to establish a Right to Counsel Program.
6. 6 Los Angeles Housing Department report relative to pausing future expenditures of Affordable Housing Linkage Fee (AHLF) Program receipts collected in Fiscal Year (FY) 2023-24; scheduling a meeting of the AHLF Oversight Committee; requesting an AHLF FY 2023-24 expenditure plan and possible alternative tier allocation structures; and related matters.
7. 7 Motion (Raman – McOsker) relative to requesting the Los Angeles Housing Department to report on performance measures the new Bureau of Homelessness Oversight will use to assess impact related to the City's investments in citywide outreach, interim housing, permanent supportive housing and time-limited subsidies; and related matters.
8. 8 Motion (McOsker, Raman – Jurado, Lee) relative to requesting a report on the legislative, budgetary and legal efforts in the revised Fiscal Year 2025-26 Budget that the City has deployed to address homelessness since the start of the local State of Emergency on Homelessness (SEH); a plan that addresses the operational, legal and fiscal impacts of terminating the local SEH; and related matters.
9. 9 Motion (Blumenfield – Yaroslavsky) relative to the appropriation of funds from the Proposition HHH Permanent Supportive Housing Loan Program Revenue Fund for staff positions to expedite the approval process for 100 percent affordable housing projects and temporary shelters, under Executive Directive 1.
