  1. 1 CONTINUED CONSIDERATION OF HEARING PROTEST, APPEALS OR OBJECTIONS to the Los Angeles Department of Building and Safety report and confirmation of lien for nuisance abatement costs and/or non-compliance of code violations/Annual Inspection costs, pursuant to Los Angeles Municipal Code (LAMC) and/or Los Angeles Administrative Code (LAAC), for the property located at 3999 North Fredonia Drive.
  2. 2 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT relative to updating the Governmental Ethics Ordinance and Form 51 (Recusal Notification Form).
  3. 3 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in the City's 2023-24 Federal Legislative Program support for the permanent protections of the San Gabriel Mountains Foothills and Rivers with federal designations and/or the use of Presidential authority under the Antiquities Act, that enhance health, air quality, water supply and water quality, recreational opportunities, and the quality of life for the residents of Los Angeles.

  5. 5 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in its 2023-24 State Legislative Program support for any legislation or administrative action that would continue or increase the funding and implementation of the State's Homeless Housing, Assistance and Prevention Grant Program (HHAP).
  6. 6 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in the City's 2023-24 State Legislative Program support for Senate Bill (SB) 1193 (Menjivar), which would prohibit the sale of leaded aviation gasoline by January 1, 2030, at the latest.
  7. 7 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in the City's 2023-24 State Legislative Program support for Assembly Bill (AB) 2550 (Gabriel), which would allow small neighborhood restaurants to operate without drinking fountains, allow small businesses to operate without separate gender restrooms and instead allow gender-neutral restrooms, and provide clarity on required protective services for outdoor food preparation.
  8. 8 RULES, ELECTIONS, AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in the City's 2023-24 State Legislative Program support for Assembly Bill (AB) 2754 (Rendon), which would extend the protections of California Labor Code Section 2810 and the dual liability of employers and contractors to contracts with motor carriers.
  9. 9 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in its 2023-24 Federal Legislative Program support for HR 7018 (Lieu), the Glue Trap Prohibition Act of 2024, which would prohibit the sale and use of glue traps.
  10. 10 RULES, ELECTIONS, AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in the City's 2023-24 State Legislative Program support for Senate Bill (SB) 895 (Roth), which would require the Chancellor of the California Community Colleges to develop a Nursing Pilot Program that authorizes select community college districts to offer a Bachelor of Science in Nursing degree.
  11. 11 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to including in the City's 2023-24 State Legislative Program support for Assembly Bill (AB) 817 (Pacheco) that would amend the Ralph M. Brown Act to authorize the Los Angeles City Council and other legal legislative bodies to permit subsidiary, purely advisory bodies to meet by teleconference, subject to provisions for public participation.
  12. 12 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT relative to including in the City's 2023-24 State Legislative Program support for Assembly Bill (AB) 2835 (Gabriel) to extend the January 2025 sunset included in AB 1991 (Chapter 645 of the Statutes of 2022).
  13. 13 CIVIL RIGHTS, EQUITY, IMMIGRATION, AGING AND DISABILITY COMMITTEE REPORT relative to the feasibility of creating a commission on the lived experience of Indigenous peoples from countries of origin other than the United States living in Los Angeles, including but not limited to the Oaxacan community.
  14. 14 RESOLUTION relative to the Declaration of Local Emergency by the Mayor, dated February 5, 2024, regarding the existence of a local emergency as the City of Los Angeles continues to experience extreme conditions caused by rainstorms, pursuant to Los Angeles Administrative Code (LAAC) Section 8.27.

  17. 20 CONSIDERATION OF MOTION (MCOSKER - LEE) relative to extending the temporary closure of 121st Street between Figueroa Street and Hoover Street for an additional eighteen months for reasons of public safety.
  18. 21 CONTINUED CONSIDERATION OF COMMUNICATION FROM THE CITY ENGINEER relative to the installation of the name of Dave Chappelle on the Hollywood Walk of Fame.

  21. 24 CONSIDERATION OF RESOLUTION (McOSKER – HUTT) relative to include in the City's 2023-24 State Legislative Program support for HR 6492, the Expanding Public Lands Outdoor Recreation Experiences Act, and HR 5413, the Outdoors for All Act.
  22. 25 The Council may recess to Closed Session, pursuant to Government Code Section No.54956.9(d)(1), to confer with its legal counsel relative to the case entitled City of Los Angeles v. Crest Apartments LP, et al. , Los Angeles Superior Court Case No. 23STCP01011. (This matter involves the ongoing Court-appointed receivership established in April 2023 for the properties previously owned and operated by the Skid Row Housing Trust, Los Angeles County Superior Court Case No. 23STCP1011.)
  23. 26 The City Council may recess to Closed Session, pursuant to Government Code Section 54956.9(d)(1), to confer with its legal counsel relative to the case entitled LA Alliance for Human Rights, et al. v.
