  33. 23 This item was pulled at the request of Mayor Pro Tempore Bregman. Pat Patrick, former President of the Lodi Chamber of Commerce, spoke in favor of this item. Mayor Pro Tempore Bregman thanked community leaders who have contributed to bringing the art installation project forward, including Diede Construction, Pat Patrick, Mark Chandler, Doug Kuehne, Steve Schwabauer, and Geneva Mello. He further spoke in favor of the item. Council Member Nakanishi and Mayor Craig spoke in favor of the item. This item was included in the vote on the Consent Calendar. Adopted Resolution No. 2024-27 approving Artist Jagged Edge Metal Art’s conceptual design for the art installation project anticipated to be placed at Interstate 5 and Thornton Road and authorizing the Interim City Manager to execute an Artwork Design, Fabrication, and Installation Agreement in a form approved by the City Attorney, in a total agreement amount not to exceed $498,000.

  54. 41 Jeffrey L. Flaherty, a member of the public, spoke regarding having attended a previous meeting where he expressed concern about being a senior and being charged at the two-bedroom rate but no one had contacted him from the Public Works Department as promised, offered to re-do the Lodi logo, and asked that City bills have color added to the envelopes.
  55. 43 Council Member Yepez spoke regarding his attendance at a recent meeting with two Eastside businesses, along with Economic Development Director Luis Aguilar and Police Chief Ricardo Garcia, to discuss some of the challenges local businesses are facing. Mayor Craig spoke regarding her attendance at the San Joaquin Regional Rail Commission meeting and the Regional Rail Commission Facilities Committee meeting and her recent election as the Vice Chair of the San Joaquin Regional Rail Commission.
  56. 45 Interim City Manager Keys provided an update on Strategic Initiatives.
  57. 49 Finn Moran and Shaun Spencer provided a PowerPoint presentation regarding an update from the Greater Lodi Area Youth Com.mission. Specific topics of discussion included the annual Pig Skin Formal, volunteer projects - holiday food drive for the Salvation Army, Teen Game Night, swim lessons and Love Lodi, and the Youth Commission's work toward the Council imperatives. Mayor Pro Tempore Bregman thanked the Commission for their involvement in the community. Mayor Craig spoke regarding the impressiveness of the tasks the Commission has undertaken. No Council action was required on this item.
  58. 52 Council Member Nakanishi made a motion, second by Mayor Pro Tempore Bregman, (following reading of the title) to waive reading of the ordinance in full and adopt and order to print Ordinance No. 2023 repealing Lodi Municipal Code Title 3 (Revenue and Finance), Chapter 3.01 (Business Tax Certification) and replacing it with Chapter 3.01 (Business License Registration)," which was introduced at a regular meeting of the Lodi City Council held February 21, 2024. VOTE: The above motion carried by the following vote: Ayes: Council Member Nakanishi, Council Member Yepez, Mayor Pro Tempore Bregman, and Mayor Craig Noes: None Absent: Council Member Hothi
