  5. 4 City Clerk Nashed provided a presentation regarding nominations for the November 5, 2024 election. Specific topics of discussion included nomination period, Council Member Hothi being sole nomination for District 5, public notice, alternatives - appointment or hold an election for District 5, and explanation of Election Code directives. Council Member Hothi spoke in favor of holding the election but stated that, given the cost of an election, he would defer to the Council's decision. City Attorney Lucchesi clarified election code differences between Lodi and some of the other local cities polled. In response to Council Member Nakanishi, City Clerk Nashed provided information regarding the cost of the election. Council Member Nakanishi spoke in favor of deferring to Council Member Hothi and holding the election. Discussion ensued regarding the cost of the election. Mayor Pro Tempore Bregman spoke against holding the election, due to the cost. In response to Mayor Craig, City Clerk Nashed provided information regarding past elections. Mayor Craig spoke regarding transparency and the public's right to know who their representative is. City Clerk Nashed provided information regarding the timing required by the Elections Code and the inability to provide more public outreach. Mayor Pro Tempore Bregman indicated he would support holding the election.
