  3. 2 The Special City Council meeting of April 16, 2026, was called to order by Mayor Yepez at 3:33 p.m. Present: Council Member Craig-Hensley, Council Member Nakanishi, Mayor Pro Tempore Hothi, and Mayor Yepez Absent: Council Member Bregman Also Present: Interim City Manager Busch, Interim City Attorney Luebberke, and City Clerk Nashed

  7. 5 Interim City Manager Busch provided a presentation on Strategic Vision and Priority Setting. Specific topics of discussion included objectives; Strategic Vision components summary; Strategic Vision goals (8), milestones (41), and implementation strategies (140+); Economic Development Strategy - Business Development/Job Creation; Downtown Specific Plan - Implementation Action Plan; needed funding; and fiscal strategy options. Interim City Manager Busch led Council Members in an exercise to identify priority milestones. In response to Council Member Craig-Hensley, discussion ensued regarding managed growth and expansion's relationship to job growth. In response to Mayor Yepez, discussion ensued regarding deferred maintenance. Council Members participated in a prioritizing activity for Milestone Themes. The Milestone Themes were Downtown revitalization, Economic growth and jobs, fiscal sustainability and revenue, managed growth and expansion, housing and affordability, infrastructure, parks and quality of life improvements, public safety, and customer service. Interim City Manager Busch discussed how the Milestone Themes tied in with different areas across the City and the use of staff resources. In response to Council Member Craig-Hensley discussion ensued regarding Downtown Plan implementation. Interim City Manager Busch recommended the Strategic Vision progress be included as part of the quarterly report to Council and in Department budget requests. Council Member Craig-Hensley spoke in favor of updating the City's website to reflect the Milestone Themes.
