3. 2 The Special City Council meeting of June 9, 2026, was called to order by Mayor Yepez at 6:05 p.m. Present: Council Member Bregman, Council Member Craig-Hensley, Mayor Pro Tempore Hothi, and Mayor Yepez Absent: Council Member Nakanishi Also Present: Interim City Manager Busch, Interim City Attorney Luebberke, and City Clerk Nashed

7. 5 Interim City Manager Busch provided a PowerPoint presentation regarding managed growth and expansion. Specific topics of discussion included objectives, milestone themes, fiscal outlook, types of new growth, prior new growth presentations, existing land use designations in Lodi, need for growth/expansion, development status of single-family lots, residential permitting history, observations regarding current development activities, Community Facilities District (CFD) funding challenges, new growth annexation areas, annexation pipeline, development challenges and opportunities, estimated infrastructure costs, Lodi Electric Utility electric system requirements to support annexation, annexation opportunities, South Study Area preliminary concept, East Side preliminary concept, new growth area planning, General Plan Section 2.4 - Economic Development, Lodi Economic Development Strategic Plan action plan goals, needed tools, General Plan Growth Policies, Implementation Model options, Partnership Model, and next steps. In response to Mayor Yepez, Interim City Manager Busch spoke regarding the need for Council decisions on policy on preferred areas of expansion. In response to Council Member Craig-Hensley, Interim City Manager Busch provided information regarding CFD funding, the Merit Hearing process, and the term of the Fiscal Impact Analysis. Council Member Bregman spoke regarding the inclusion of Woodbridge Irrigation District (WID) as a stakeholder. In response to Council Member Bregman, Interim City Manager Busch provided information regarding the process of updating the various plans. In response to Council Member Craig-Hensley, Interim City Manager Busch provided information regarding the Merit Hearing process and the benefits of that process. In response to Council Member Bregman, Interim City Manager Busch provided information regarding public outreach. In response to Mayor Pro Tempore Hothi, Interim City Manager Busch provided information regarding the handoff of this process as the City transitions to a new City Manager and Community Development Director. Mike Carouba, a member of the public, spoke regarding CFDs, Master Plans, the timing of the Merit Hearing process, the added cost to development, and the need for industrial growth. At the request of Mayor Yepez, Interim City Manager Busch addressed Mr. Carouba's concerns. In response to Greg Costa, a member of the public, Interim City Manager Busch provided information regarding the Municipal Service Review (MSR). Council Member Craig-Hensley spoke regarding the need for growth for housing and the work force; the need for the community to decide on the managed growth; and the need to focus on the three areas of safety, economic opportunity, and better quality of life.
