  2. 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment.   25. 21 APPEAL OF AGRICULTURAL EXEMPTION DISAPPROVAL SUBJECT: Appeal of the Lassen County Building Official’s May 20, 2024 disapproval of an agricultural exemption application (AGX-2024-004) of a 10 foot by 40 foot building to be used as a wood shed and equipment storage on Assessor’s Parcel Number 115-200-062 and 115-200-048 (687-950 Highway 36, Susanville, CA 96130). FISCAL IMPACT: None. ACTION REQUESTED: 1) Conduct a hearing as required by Section 12.22.040 of the Lassen County; and 2) adopt a motion to approve or disapprove the appeal. ID# 433-24 approved Pass

  36. 31 BEHAVIORAL HEALTH AMENDMENT TO THE AGREEMENT WITH RESTPADD HEALTH CORP SUBJECT: First Amendment to the Agreement between Lassen County and Restpadd Health Corp. to provide Acute Psychiatric Inpatient Care under the Short-Doyle Act for the term of July 1, 2023, to June 30, 2025. The total Maximum Contract Amount is $400,000 to include $200,000 for Fiscal Year 2023/2024 and $200,000 Fiscal Year 2024/2025. FISCAL IMPACT: This will be paid from Behavioral Health Fund/Budget Unit No. 110-751 and Mental Health Services Act Fund/Budget Unit No. 164-0752. ID# 430-24 approved Pass
  37. 32 BEHAVIORAL HEALTH AMENDMENT TO THE AGREEMENT WITH RESTPADD, INC SUBJECT: Second Amendment to the Agreement between Lassen County and Restpadd, Inc. to provide Acute Psychiatric Inpatient Care under the Short-Doyle Act for the term of July 1, 2023, to June 30, 2025. The total Maximum Contract Amount is $260,000 to include $130,000 for Fiscal Year 2023/2024 and $130,000 Fiscal Year 2024/2025. FISCAL IMPACT: This will be paid from Behavioral Health Fund/Budget Unit No. 110-751 and Mental Health Services Act Fund/Budget Unit No. 164-0752. ACTION REQUESTED: 1) Approve the Agreement with Restpadd, Inc.; and 2) authorize the County Administrative Officer to execute the agreement. ID# 431-24 approved Pass
  38. 33 BEHAVIORAL HEALTH AGREEMENT BETWEEN LASSEN COUNTY AND A & A HEALTH SERVICES, LLC SUBJECT: Agreement between Lassen County and A & A Health Services, LLC to provide a residential care facility for the term of July 1, 2024, through June 30, 2025, for a maximum contract amount of $200,000. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund and Budgets 110-0751 and 110-0771. ACTION REQUESTED: 1) Approve the Amendment to Agreement with A & A Health Services, LLC, and 2) authorize the County Administrative Officer to execute the Agreement. ID# 426-24 approved Pass

The agreement has a daily rate of $150 for detained minors. FISCAL IMPACT: Regular Expenditure to Probation Fund/Budget Unit No. 145-0561. Contract not to exceed $150,000 per Fiscal Year. ACTION REQUESTED: 1) Approve; and 2) authorize the Chairman to execute the MOU. ID# 436-24 approved Pass

FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund and Budget Unit No. 110-0751 and 110-0771. ACTION REQUESTED: 1) Approve the Agreement with Kings View Professional Services, and 2) authorize the County Administrative Officer to execute the Agreement. ID# 428-24
