- 1 ADDRESSING THE DISTRICT
- 2 *Any person desiring to address the district shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular agenda item. Cards are available on the table by the door and shall be completed and presented to the clerk in advance of speaking. *Matters under the jurisdiction of the district and not on the agenda, may be addressed by the public at the time provided in the agenda under Public Comment. The district limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Government Code Section 54957.5, any public record distributed to the Board of Directors less than 72 hours prior to this meeting in connection with any agenda item shall be made available for public inspection at the office of the Lassen County Clerk of the Board, 220 S. Lassen St., Suite 5, Susanville CA 96130. Public records distributed during the meeting will be available for public inspection at the meeting if prepared by the county. - 2 Deputy Clerk of the District Michele Yderraga called the meeting to order and asked for nominations of a Chairman. Director Albaugh nominated Director Rhoads. Director Starr nominated Director Cockrell. Director Cockrell nominated Director Starr. Director Rhoads withdrew her nomination. A motion was made by Director Cockrell to appoint Director Starr as the Chairman. The motion carried by the following vote: Aye: (7) - Albaugh, Bridges, Byrne, Cockrell, Rhoads, Scanlan, Starr Deputy Clerk of the District Yderraga asked for nominations of a Vice Chairman. Director Bridges nominated Director Albaugh. A motion was made by Director Bridges to appoint Director Albaugh as the Vice Chairman. The motion carried by the following vote: Aye: (7) - Albaugh, Bridges, Byrne, Cockrell, Rhoads, Scanlan, Starr

- 9 LASSEN MODOC FLOOD CONTROL AND WATER CONSERVATION DISTRICT FISCAL YEAR 2026/2027 BUDGET HEARING SUBJECT: Fiscal Year 2026/2027 budget hearing and budget adoption. FISCAL IMPACT: No significant impact. ACTION REQUESTED: 1) Open public hearing on the 2026/2027 Lassen Modoc Flood Control and Water Conservation District Budget; and 2) either continue the public hearing or take actions as follows: Adopt resolution approving the 2026/2027 Lassen Modoc Flood Control Budget in the amount of $30,250.

- 12 LASSEN MODOC FLOOD CONTROL AND WATER CONSERVATION DISTRICT FLOW METER ANNUAL REPORT AND CONTRACT RENEWAL SUBJECT: Lassen Modoc Flood Control and Water Conservation District Flow Meter annual report and contract renewal. FISCAL IMPACT: $25,000. ACTION REQUESTED: Renew contract with Modoc Resource Conservation District for the 2026-2027 Fiscal Year.
