  3. 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Govt.   21. 18 PUBLIC HEARING FILE# 318.01.76 CLASSIFICATION OF ALPACAS AS LARGE ANIMALS SUBJECT: Proposed Ordinance amending Sections 18.108.230 (Keeping animals-Special provisions) and Section 18.14.1110 (Small livestock farming) of the Lassen County Code. The proposed ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant CEQA Guidelines Subsection 15061(b)(3). FISCAL IMPACT: None. ACTION REQUESTED: 1) Receive report from staff and recommendation of approval from the Planning Commission; and 2) conduct a public hearing; and 3) introduce and adopt, by title only, the proposed ordinance.   22. 19 DECLARATION OF PUBLIC NUISANCE SUBJECT: Consideration by the Lassen County Board of Supervisors of a resolution declaring that the maintaining of Dyer’s Woad (an invasive noxious weed) within the unincorporated territory of Lassen County is a public nuisance and subject to the enforcement provisions of chapter 1.18 (public nuisances) of the Lassen County Code. FISCAL IMPACT: None. ACTION REQUESTED: 1) Receive report from the Agricultural Commissioner; and 2) conduct a public hearing; and 3) adopt a resolution declaring Dyer’s Woad a public nuisance; and/or 4) provide direction to staff. FISCAL IMPACT: An increase of two holiday hours at the base rate of pay for the following classifications: One (1) Road Field Supervisor and Five (5) Road Maintenance Supervisors when holidays fall within an assigned Four (4) Ten (10)-hour work schedule.
