- 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Govt. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No.110-0751 and Behavioral Health Services Act Fund/Budget Unit No. 164-0752 with a maximum contract amount not to exceed $300,000. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No.110-0751 and Behavioral Health Services Act Fund/Budget Unit No. 164-0752 with a Maximum Contract Amount not to exceed $400,000. ACTION REQUESTED: 1) Approve the agreement with North Valley Behavioral Health and; 2) authorize the County Administrative Officer to execute the agreement.

FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No.110-0751 and Mental Health Services Act Fund/Budget Unit No. 164-0752, with a maximum contract amount not to exceed $200,000. ACTION REQUESTED: 1) Approve the agreement with Star View Behavioral Health, Inc; and 2) authorize the County Administrative Officer to execute the agreement.
- 38 COMMUNITY SOCIAL SERVICES AGREEMENT BETWEEN LASSEN COUNTY AND LASSEN COUNTY OFFICE OF EDUCATION SUBJECT: Agreement between Lassen County and the Lassen County Office of Education for child care services to meet the obligations mandated in CalWORKS legislation Senate Bill 1542 for the term of July 1, 2026 through June 30, 2027. FISCAL IMPACT: This Agreement will be paid from the Community Social Services Fund/Budget Unit No. 120-0822, with a Maximum Contract Amount not to exceed $300,000. ACTION REQUESTED: 1) Approve the agreement with the Lassen County Office of Education; and 2) authorize the County Administrative Officer to execute the agreement.

- 40 LIVE STREAMING OF PUBLIC MEETINGS SUBJECT: Consideration of live streaming and recording public meetings conducted in county facilities including Planning Commission meetings, Lassen Rural Solid Waste Management Authority meetings, and other public meetings. Although Lassen County falls below the population threshold requiring live streaming of public meetings under the Brown Act there are constituents who would like to participate in and remain informed about public meetings but are unable to attend due to meetings being held during normal work hours. Providing live streaming of these meetings would increase public accessibility and transparency by allowing members of the public to view meetings as they occur remotely and when available access recordings at a later time. FISCAL IMPACT: Unknown. ACTION REQUESTED: Direct staff to evaluate and implement the necessary procedures and technology to live stream and record public meetings conducted in county facilities including but not limited to the Planning Commission and Lassen Rural Solid Waste Management Authority meetings, subject to applicable legal requirements and available resources.
