- 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. - 1 6:00 p.m.: SKYLINE AGGREGATES QUARRY PROJECT SUBJECT: Public hearing to consider the Planning Commission’s recommendation to approve Use Permit #2023-010 and Reclamation Plan #2023-001, and certify Environmental Impact Report #2023-004 (including adoption of California Environmental Quality Act Findings of Fact and a Statement of Overriding Considerations) for the proposed Skyline Aggregates Quarry. On August 4, 2026, the Planning Commission adopted Resolution #8-03-26, making findings and recommending that the Board of Supervisors consider approval of the project permits and certification of the Final EIR. The project encompasses surface mining, processing, and reclamation activities by Hat Creek Construction and Materials, Inc. on approximately 460 acres of a 640-acre parcel (APN: 101-110-024). The site is located approximately one-and-a-half miles east of State Route 139 off Skyline Road, northeast of Susanville in Lassen County. Applicant/Owner: TLT Enterprises LLC (Perry Thompson). FISCAL IMPACT: None. ACTION REQUESTED: 1) Receive packet from Planning Staff including findings, conditions, and recommendation from the Planning Commission via Resolution #8-03-26; and 2) conduct a public hearing pursuant to Lassen County Code, Section 18.112.040 and California Government Code, Section 65905; and 3) adopt a resolution certifying the Final Environmental Impact Report #2023-004, adopting the California Environmental Quality Act (CEQA) Findings of Fact and a Statement of Overriding Considerations, and approving Use Permit #2023-010 and Reclamation Plan #2023-001 for the proposed Skyline Aggregates Quarry, TLT Enterprises LLC (Perry Thompson); or 4) alternatively, adopt a resolution disapproving Use Permit #2023-010 and Reclamation Plan #2023-001 for the proposed Skyline Aggregates Quarry, TLT Enterprises LLC (Perry Thompson), and declining to certify the Final Environmental Impact Report #2023-004.
