Humboldt Bay Municipal Water District Tank Retrofit Project Coastal Development Permit Assessor Parcel Number: 401-111-005 Record Number: PLN-2024-18913 Samoa area A Coastal Development Permit for Humboldt Bay Municipal Water District to retrofit an existing one-million-gallon industrial water storage tank to increase resiliency to seismic events. Improvements will include a new roof and center column; installation of additional anchorage, three new flexible subsurface connections, tank appurtenances, and painting of the entire tank. The project will require the tank be drained to an on-site drainage dissipator, where untreated surface water will percolate into the sand. 24-879 recommended for approval

Alan Coastal Development Permit Reapproval Record Number: PLN-2024-18923 Assessor Parcel Number: 511-401-002 McKinleyville area Reapproval of a Coastal Development Permit (CDP) for a 2,080-square-foot addition to an existing three-bedroom single family residence. The proposed addition will have three bedrooms, three bathrooms, a family room, and a den. The parcel is currently developed with a three-bedroom single-family residence and attached garage, a 1,100 square foot two-bedroom accessory dwelling unit and accessory structures. The addition will replace the existing master bedroom with a den and result in a total of five bedrooms. The remodeled residence will be approximately 5,000 square feet total after construction. No other work is proposed. The property is served with community water and sewer by McKinleyville Community Services District. Note: an identical CDP (PLN-2022-17801) was previously approved on November 17, 2022, but has since expired. 24-880 recommended for approval

ENGIE North America Coastal Development and Conditional Use Permit Extension Record Number: PLN-2024-18924 Assessor Parcel Number: 401-121-011 Fairhaven area A two-year extension to a previously approved Coastal Development Permit and Conditional Use Permit (PLN-2022-17973) for a new Battery Energy Storage System (BESS) facility to capture and manage renewable energy. The project will be located in the footprint of an existing renewable energy generation facility and would interconnect to the existing Fairhaven Biomass Substation, and would have connection to PG&E. The project would include the placement of battery energy storage enclosures and power conversion system units. Approximately 50 employees would be required during the construction phase. Once constructed, the facility would be unstaffed and would include remote operational control. Inspections and maintenance would occur as necessary. The extension is needed due to the need for additional time to complete electrical and engineering drawings for submittal for building permits. The applicant (Broad Reach Power, LLC) has changed ownership since the existing permit approval and the new applicant is ENGIE North America. If approved, the extension will expire March 27, 2025. 24-881 recommended for approval

R4 Ranches Coastal Development Permit Assessor Parcel Number: 309-191-012 Record Number: PLN-2024-18930 Loleta area A follow-up Coastal Development Permit (CDP) to an approved Emergency CDP (PLN-2024-18929) to install a new water well to serve the existing dairy. The existing well has run dry and the new well is to be installed approximately 15 feet west of the existing well. The site is developed with a single-family residence, barn, and other accessory structures. The site is served with on-site water and an on-site wastewater treatment system. 24-882 recommended for approval
