3. 3 Prior to action of the Council, any member of the audience will have the opportunity to address the legislative body on any item listed on the agenda, including those on the Consent Calendar. Individuals wishing to speak during General Public Comments or on a particular numbered item must submit a speaker slip to the City Clerk with the agenda item noted. Speaker slips should be turned in prior to the public comment portion of the agenda or before an agenda item is discussed. Comments will be limited to three minutes for General Public Comments, Consent Calendar items and New Business items. Comments are limited to five minutes for Public Hearing items. In compliance with the Brown Act, the City Council may not discuss or take action on non-agenda items or engage in question and answer sessions with the public. The City Council may ask brief questions for clarification; provide a reference to staff or other resources for factual information and direct staff to add an item to a subsequent meeting.

7. 1. Recommended Action: It is recommended that the City Council approve a fund of $3000 for Oak Hills High School to create an art project on campus to further the beautification and encourage school spirit that the class of 2024 can leave behind for future bulldogs. 21-615
8. 2. Recommended Action: It is recommended that the City Council adopt resolution number 2024-001 to award $2500 in funding for the public art piece for Hesperia High School. 21-614
9. 3. Recommended Action: It is recommended that the City Council approves the Sultana High School art installation and provides the student representatives with the funds necessary to complete the project. 21-616
