- 22 JOINT CONSENT CALENDAR
- 1. Recommended Action: It is recommended that the City Council approve the Draft Minutes from the Special Meeting held Tuesday, June 4, 2024.
- 2. Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District.
- 3. Recommended Action: It is recommended that the Council/Board accept the Treasurer’s Cash Report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District.
- 4. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia District Water District authorize the City Manager to approve an amendment to the existing contract with Wirz and Company Printing, Inc. (Wirz) for an additional $50,000 for a revised not-to-exceed contract amount of $100,000 and approve a one-year extension for printing services.
- 5. Recommended Action: It is recommended that the Board of Directors for the Hesperia Water District adopt Resolution No. HWD 2024-11, authorizing the City Manager to execute agreements with Shuster Advisory Group LLC, Charles Schwab Trust Bank, and Alta Trust Company for the establishment and administration of a Multiple Employer OPEB and Pension 115 Trust.
- 6. Recommended Action: It is recommended that the City Council adopt Resolution No. 2024-15 calling for the holding of the General Municipal Election in districts one (1), and five (5); and 2024-16 requesting consolidation with the statewide General Municipal Election with the San Bernardino County Registrar of Voters.
- 7. Recommended Action: It is recommended that the City Council adopt Resolution 2024-31 adopting regulations for candidate statements for District one (1) and District five (5) as estimated by the San Bernardino County Elections Office.
- 8. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to approve an amendment with Lasting Images Landscape in the amount of $221,440 for a not-to-exceed amount of $526,558 and approve a two-year contract extension for landscape maintenance and repair services.
- 9. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to approve a 3-year contract with Guardian Records Management and Storage (Guardian) for a not-to-exceed contract amount of $60,000, for the storage, maintenance and destruction of City records.
- 10. Recommended Action: It is recommended that the City Council approve Dr. Velasco Veterinary Services Contract for a not-to-exceed contract amount of $155,000 for Fiscal Year (FY) 2024-25, for Spay and Neuter services, Premise Permit, and Telemedicine appointments.
- 11. Recommended Action: It is recommended that the City Council approve a Professional Services Agreement (PSA) with NBS, in an amount not to exceed $150,000, for Community Facilities District (CFD) No.’s 2021-1 and 2022-1 annexation services for a term of three (3) years.

Recommended Action: It is recommended that the City Council authorize the City Manager to approve an amendment of $261,000 to the existing contract with Gibson Land Consulting for a revised not-to-exceed contract amount of $310,500 and approve a two-year contract extension for Planning services for the Silverwood Development Project.

- 36 Individuals wishing to comment on public hearing items must submit a speaker slip to the City Clerk with the numbered agenda item noted. Speaker slips should be turned in prior to an agenda item being taken up. Comments will be limited to five minutes for Public Hearing items. WAIVE READING OF ORDINANCES Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.

Recommended Action: It is recommended that the City Council and the Board of Directors of the Hesperia Water District (HWD) hold a Public Hearing and adopt the following Resolutions approving the Fiscal Year (FY) 2024-25 Proposed CIP Budget for the City of Hesperia and the Hesperia Water District: 1) City of Hesperia Resolution No. 2024-29 adopting the FY CIP 2024-25 Budget 2) Resolution HWD 2024-10 adopting the FY CIP 2024-25 Budget
