- 22 JOINT CONSENT CALENDAR
- 1. Recommended Action: It is recommended that the City Council approve the Draft Minutes from the Regular Meeting held Tuesday, August 20, 2024.
- 2. Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District.
- 3. Recommended Action: It is recommended that the City Council authorize the City Manager to enter into a three (3) year agreement with CivicPlus, LLC in an amount of $174,144, plus a 10% contingency on the website redesign component in the amount of $2,916, for a total not-to-exceed $177,060, to provide website redesign and hosting, content management software, and online hosting and maintenance for the codification of the City’s Ordinances.
- 4. Recommended Action: It is recommended that the City Council adopt Resolution No. 2024-42 approving the Measure I Five Year Capital Improvement Plan (CIP) and Expense Strategy for Fiscal Years 2024/25 - 2028/29.
- 5. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter an agreement with Sonsray Machinery, LLC. for the purchase of one (1) 2024 Case Backhoe in the not-to-exceed amount of $185,000.
- 6. Recommended Action: It is recommended that the City Council authorize the City Manager to approve a contract amendment, in the amount of $24,806, with Place Labs Inc. (Placer AI), for a total not-to-exceed amount of $70,931, to provide an additional year of retail demographic data for the Economic Development division.

- 30 WAIVE READING OF ORDINANCES Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
- 7. Recommended Action: Place on second reading and adopt by title waiving the text of Ordinance No. 2024-08 approving Specific Plan Amendment SPLA24-00003 to increase the Floor Area Ratio (FAR) within the Regional Commercial (RC) zone of the Main Street and Freeway Corridor Specific Plan from 0.23 to 0.35.

Recommended Action: It is recommended that the City Council introduce and place on first reading Ordinance No. 2024-09 approving Development Code Amendment DCA24-00001 and Specific Plan Amendment SPL24-00001 modifying the development requirements associated with the establishment of new or the expansion of existing single price overstock/discount stores (SPODS), and repealing Urgency Ordinance No. 2024-02.

- 9. Recommended Action: It is recommended that the City Council designate a primary voting delegate and up to two alternate delegates to represent the City of Hesperia at the General Business meeting to be held during the League of California Cities annual conference October 16, through October 18, 2024 in Long Beach.
