  3. 3 Prior to action of the Council, any member of the audience will have the opportunity to address the legislative body on any item listed on the agenda, including those on the Consent Calendar. Individuals wishing to speak during General Public Comments or on a particular numbered item must submit a speaker slip to the City Clerk with the agenda item noted. Speaker slips should be turned in prior to the public comment portion of the agenda or before an agenda item is discussed. Comments will be limited to three minutes for General Public Comments, Consent Calendar items and New Business items. Comments are limited to five minutes for Public Hearing items. In compliance with the Brown Act, the City Council may not discuss or take action on non-agenda items or engage in question and answer sessions with the public. The City Council may ask brief questions for clarification; provide a reference to staff or other resources for factual information and direct staff to add an item to a subsequent meeting.

  13. 13 JOINT CONSENT CALENDAR
  14. 14 Recommended Action: It is recommended that the City Council approve the Draft Minutes from the Regular meeting held Tuesday, June 16, 2026. 22-513
  15. 15 Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District. 22-319
  16. 16 Recommended Action: It is recommended that the Council/Board accept the Treasurer’s Cash Report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District. 22-323
  17. 17 Recommended Action: It is recommended that the City Council: 1. Accept the completed FY 2024-25 CDBG Street Improvements project, Construction Order No. (C.O.) 7175; 2. Authorize staff to record a Notice of Completion; and 3. Authorize the release of all withheld retention amounts no sooner than thirty (30) calendar days following the date of recordation. 22-511
  18. 18 PUBLIC HEARING
  19. 19 Individuals wishing to comment on public hearing items must submit a speaker slip to the City Clerk with the numbered agenda item noted. Speaker slips should be turned in prior to an agenda item being taken up. Comments will be limited to five minutes for Public Hearing items. WAIVE READING OF ORDINANCES Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
  20. 20 Recommended Action: Discuss and determine whether to place a measure on the November 3, 2026 ballot to provide voters the option of enacting a secure, locally controlled general fund revenue source. The measure for consideration would establish a local City sales tax of 1.0% and provide an estimated $15,000,000 annually to maintain essential City services for residents and businesses, including paving and maintaining streets, fixing potholes, installing storm drains and related flood control infrastructure, repairing or replacing aging City infrastructure, keeping streets and public facilities safe, clean, and well-maintained, crime prevention, and 911 emergency response. 22-519
  21. 21 NEW BUSINESS
  22. 22 Recommended Action: It is recommended that the City Council: 1. Review the Community Assistance Program (CAP) application rankings as recommended by the City Council Advisory Committee (CCAC); and 2. Approve the recommended funding allocations for FY 2026-27. 22-493
  23. 23 COUNCIL COMMITTEE REPORTS AND COMMENTS
  24. 24 The Council may report on their activities as appointed representatives of the City on various Boards and Committees and/or may make comments of general interest or report on their activities as a representative of the City.

  26. 26 The City Manager, City Attorney or staff may make announcements or reports concerning items of interest to the Council and the public.
