- 1. Recommended Action: It is recommended that the City Council approve the Draft Minutes from the Special meeting held Tuesday, August 4, 2026.
- 2. Consideration of the Draft Minutes from the Corporation and Authority Annual Meetings held August 19, 2025. Recommended Action: It is recommended that the Board of Directors approve the Draft Minutes of the Corporation and Authority Annual Meetings held August 19, 2025.
- 3. Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District.
- 4. Recommended Action: It is recommended that the Council/Board accept the Treasurer’s Cash Report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District.
- 5. Recommended Action: It is recommended that the City Council adopt Resolution No. 2026-38, approving the Measure I Five-Year Capital Improvement Plan and Expense Strategy for Fiscal Years 2026/27 - 2030/31.
- 6. Recommended Action: It is recommended that the City Council and Board Members of the Hesperia Water District (District) authorize the City Manager to approve an amendment of $40,000 to the existing contract with Geo-Monitor Inc., for a total revised not-to-exceed amount of $90,000 for water quality analysis.
- 7. Recommended Action: It is recommended that the City Council and Board Members of the Hesperia Water District (District) authorize the City Manager to approve an amendment of $30,000 to the existing contract with Global Power Group, for a total revised not-to-exceed amount of $80,000 for emergency generator repairs.
- 8. Recommended Action: Adopt the revised Joint Resolution No. 2026-42 and Resolution No. HWD-2026-15, superseding the previously presented resolutions, confirming unpaid enforcement and abatement costs, and authorizing the placement of these costs on the Fiscal Year 2026-27 San Bernardino County Auditor-Controller/Treasurer/Tax Collector Annual Property Tax Roll.
- 9. Recommended Action: It is recommended that the City Council authorize the City Manager to execute a professional services agreement with NBS Government Finance Group (NBS) in an amount not-to-exceed $65,410 for FY 2026-27 Community Facilities District administration services.

- 10. Recommended Action: It is recommended that the City Council provide direction to staff regarding the implementation date for the previously adopted 5:30 p.m. City Council meeting start time.
- 11. Recommended Action: It is recommended that the City Council receive and file this report regarding the status and administration of the City’s Development Impact Fees (DIF).
