  1. 1 PUBLIC PARTICIPATION INSTRUCTIONS: In accordance with new guidance from the California Department of Public Health, the meeting room will be open to the public. The meeting will continue to be live-streamed via Zoom. Members of the public may address the Council in-person or via Zoom to make a public comment. The public should call into 530-621-7603 or 530-621-7610. The Meeting ID is 825 5799 9012. Please note that you will not be able to join the live-stream until the posted meeting start time.   3. 3 PROTOCOLS FOR PUBLIC COMMENT
  4. 4 Public comment will be received at designated periods as called by the Council Chair. Except with the consent of the Council, individuals shall be allowed to speak to an item only once. Matters not on the agenda may be addressed by the general public during Open Forum. Comments during Open Forum are limited to three minutes per person. The Council reserves the right to waive said rules by a majority vote. Open Forum is for comment only. No action will be taken on these items unless they are scheduled on a future agenda. Public testimony will be received on each agenda item as it is called. Individuals will have three minutes to address the Council. Upon completion of public comment on an agenda item, the matter shall be returned to the Council for deliberation. Members of the public shall not be entitled to participate in that deliberation, or be present at the podium during such deliberation, except at the invitation of the Council for a point of clarification or question by the Council. Individual Council members may ask clarifying questions but will not engage in substantive dialogue with persons providing input to the Council. If a person providing input to the Council creates a disruption by refusing to follow Council guidelines, the Council Chair may take the following actions: Step 1. Request the person adhere to Council guidelines. If the person refuses, the Council Chair may turn off the speaker’s microphone. Step 2. If the disruption continues, the Council Chair may order a recess of the Council meeting. Step 3. If the disruption continues, the Council Chair may order the removal of the person from the Council meeting.

  8. 7 The Council may make any necessary additions, deletions or corrections to the agenda including moving items to or from the Consent Calendar and adopt the agenda and the Consent Calendar with one single vote. A Council member may request an item be removed from the Consent Calendar for discussion and separate Council action. At the appropriate time as called by the Council Chair, members of the public may make a comment on matters on the Consent Calendar prior to Council action.   15. 14 Open Forum is an opportunity for members of the public to address Meyers Advisory Council Members on subject matter that is not on their meeting agenda and within their jurisdiction. Public comments during Open Forum are limited to three minutes per person. The Council reserves the right to impose a reasonable limit of time afforded to any topic, individual speaker or the total amount of time reserved for Open Forum.

  18. 2. Staff recommending the Council appoint a Chair, Vice-Chair, and Secretary for the 2024 calendar year per Resolution 150-2018, SECTION 7. ELECTION OF OFFICERS. "At the first meeting of the MAC held after January 1 in each calendar year, the Council shall select one of its members as chair, one of its members as vice-chair, and one of its members as secretary; all of whom shall hold office for one year and until the election of their successors. The chair shall be responsible for chairing Council meetings and conferring with staff regarding meeting agendas. If the chair is absent, the vice-chair shall assume the chair's responsibilities. The secretary is responsible for drafting meeting agendas, taking notes at the meetings and preparing the minutes of meetings." 24-0270 Approved Pass
