  1. 1 PUBLIC PARTICIPATION INSTRUCTIONS: The Commission meeting room will be open to the public. The meeting will continue to be live-streamed via Zoom. By participating in this meeting, you acknowledge that you are being recorded. To observe the live stream of the Commission meeting go to https://edcgov-us.zoom.us/j/91249101434. Members of the public may address the Commission in-person or via Zoom to make a public comment. The public should call into 530-621-7603 or 530-621-7610. The Meeting ID is 912 4910 1434. Please note you will not be able to join the live-stream until the posted meeting start time. If you are joining the meeting via zoom and wish to make a comment on an item, press the "raise hand" button. If you are joining the meeting by phone, press *9 to indicate a desire to make a comment. Speakers will be limited to 3 minutes. Although the County strives to offer remote participation, be advised that remote Zoom participation is provided for convenience only. In the event of a technological malfunction, the only assurance of live comments being received by the Commission is to attend in person. Except for a noticed teleconference meeting, the Commission reserves the right to conduct the meeting without remote access if there is a malfunction. If you choose not to observe the Commission meeting but wish to make a comment on a specific agenda item, please submit your comment in writing. You are encouraged to submit your comment in writing by 4:00 PM on the Tuesday before the meeting to ensure the Commission has adequate time to review. Please submit your comment to the Clerk of the Board at edc.cob@edcgov.us. Your comment will be placed into the record and forwarded to Commission members.

  3. 3 PROTOCOLS FOR PUBLIC COMMENT
  4. 4 Public comment will be received at designated periods as called by the Commission Chair. Individuals will have three minutes to address the Commission. Except with the consent of the Commission, individuals shall be allowed to speak to an item only once. Individual Commission members may ask clarifying questions but will not engage in substantive dialogue with persons providing input to the Commission. If a person providing input to the Commission creates a disruption by refusing to follow Commission guidelines, the Commission Chair may take the following actions: Step 1. Request the person adhere to Commission guidelines. If the person refuses, the Commission Chair may turn off the speaker’s microphone. Step 2. If the disruption continues, the Commission Chair may order a recess of the Commission meeting. Step 3. If the disruption continues, the Commission Chair may order the removal of the person from the Commission meeting.

  16. 3. Joshua Alves, Senior Territory Business Manager at Gammacore, to present their product for veterans. 24-1085

  18. 18 Julie Limbaugh, Senior Veterans Service Representative, will be filling in for Veterans Service Officer Jon Brown for the Ex-Officio Report.
  19. G. COMMITTEE REPORTS - RECEIVE AND FILE
  20. 20 • TOT (Transient Occupancy Tax) (Reynolds) - Reynolds reported that 7 applications were submitted for the VA TOT grant request. At the July VAC meeting, the VA TOT will bring forward the final applications they are recommending for approval. • RULES (Welch) - Commissioner Welch stated there was nothing to report about Rules at this time. • HOUSING (Welch) - Commissioner Welch stated there was nothing to report about Housing at this time. • LEGISLATIVE (Smith) - Commissioner Smith stated there was nothing to report about Legislative at this time. • TRANSPORTATION (Thompson) - Commissioner Thompson stated there was nothing to report about Transportation at this time. • BUDGET (Reynolds/Mullens-Becker) - Reynolds stated that the VA TOT was working with Maggie Williams, Program Manager for Veteran Services, and Timalynn Jaynes, Assistant Director of Human Services, on the budget and it was looking to be similar to last years' budget. • EDUCATION & EMPLOYMENT (Mullens-Becker) - Commissioner Mullens Becker stated there was nothing to report about Education & Employment at this time. • OUTREACH (Reynolds) - Reynolds stated that for the month of May there was 4150 website visits, 508 engagements with social media posts, 1405 followers on the Veterans Affairs Commission Facebook page.
  21. 20 Limbaugh reported the Veterans Service Officer (VSO) Brown wanted to congratulate David Zelinsky on being awarded the El Dorado County Senior of the Year Award by the Board of Supervisors for his work assisting the homeless population and veterans in the community. Next, Limbaugh reported that Veterans Service Representative (VSR) Sharon Nue would be attending the CalVet Academy Phase II in July to become an accredited VSR with CalVet. Once she is accredited, she will be able to assist veterans and help with the caseload of the other VSRs. Next, Limbaugh reported that the Health and Human Services Agency held a public meeting on June 12th at the Veterans Memorial Building to discuss the Veterans Monument Honoraria Criteria. There was a lot of discussion, however, no decisions have been made at this time. Next, the VSO and Administrative Technician, Courtney Frame, met with Jordan Brushia, Program Coordinator for El Dorado County Senior Services, to discuss how their client populations overlapped and how both departments can refer clients' to eachother. Next, Limbaugh reported the next audit was fast approaching and the office had currently posted over one million dollars in retroactive compensation benefits that have been awarded to veterans in the community within the last six months. Next, Limbaugh reported for the month of May the Veteran Services Office received 358 phone calls, 90 scheduled appointments, and 188 walk-in visitors. Lastly, Limbaugh reported no changes to services provided in South Lake Tahoe. 24-1163
  22. H. COMMUNICATIONS' REPORTS - RECEIVE AND FILE
  23. 22 • VETERANS MEMORIAL BUILDING – VETERANS HOUSE COUNCIL (Reynolds) - Reynolds reported that the painting of the building has not been scheduled yet. On September 13th & 14th, the Stand Down will be at the Veterans Memorial Building (VMB) from 9 AM to 3 PM. Reynolds mentioned Military Family Support Group (MFSG) cleaned out their storage by donating items to veterans. Veterans of Foreign Wars (VFW) Post 10165 will be hosting breakfast every 2nd Sunday of every month. Lastly, Reynolds mentioned a memorial being built in the lower parking lot at the VMB by an Eagle Scout. This memorial will contain 12 plaques featuring veterans, with a place to sit and look at the memorial. • AMERICAN LEGION SERVICE OFFICER (Zelinsky) - Zelinsky thanked the Veteran Services Office staff for all their help. Zelinsky mentioned that Adult Protective Services, and the Sheriff in South Lake Tahoe have been helping him with a veteran in the South Lake Tahoe area. Next, Zelinsky mentioned a veteran he has been helping who is currently going through Veterans Court. Zelinsky mentioned the District Attorneys (DA) Office is taking Drunk Driving more seriously. A veteran with a Purple Heart recently graduated from Veterans Court despite their DUI with gross bodily injury that happened within the last couple of years. Now, every single participant at Veterans Court must sign a form where they acknowledge if they get drunk and they kill someone, it is murder. This is a new policy. The Public Defender is requesting more information for veterans in custody and the ethicacy of the VA Palo Alto Program. Another veteran was able to get through Veterans Court and is now in a program called Horses Healing Heroes that is working and helping to keep him out of trouble. • EDC VETERANS ALLIANCE (Wolfe) - Leonard McAdams filled in for Commissioner Wolfe. McAdams let the commission know El Dorado Veteran Resources (EDVR) was giving away food every 2nd Wednesday of the month. McAdams is Vice Chairman of MFSG, 2nd Junior Vice for the American Legion, and Commander for VFW Post 10165. He also mentioned VFW Post 10165 will be serving breakfast every 2nd Sunday each month from 7 AM to 11 AM. They served 80 meals this last month. The American Legion had elections the Wednesday prior and McAdams was elected 2nd Junior Vice. He is also on the VMB House Council and is proposing a drill team for the county coming out of the VMB House Council as well as a newsletter identifying activities and events for all the veterans organizations. • VA VET CENTER/MILITARY FAMILY SUPPORT GROUP/EL DORADO VETERAN RESOURCES (Whalen) - Diane Muirhead filled in for Tim Whalen. Muirhead mentioned the Come and Get It event held earlier in the month raised $300, but it cost $360 to take remaining items to the dump. Muirhead also mentioned the Stand Down would be September 13th & 14th. The Vet Center has a new website that is up and running. • REGIONAL VETERAN EVENTS - Welch mentioned the Stand Down on September 13th & 14th, but was unaware of other events happening in the community.

  26. 25 Open Forum is an opportunity for members of the public to address the Veteran Affairs Commission on subject matter that is not on their meeting agenda and within their jurisdiction. Public comments during Open Forum are limited to three minutes per person. The Commission Chair may limit public comment during Open Forum.
