1. 1 PUBLIC PARTICIPATION INSTRUCTIONS: The meeting will be open to the public. The meeting will also be live-streamed via Zoom. 10. 10 REPORTS Judge's Comments (5 minutes) - Not in attendance Juvenile Treatment Center Assistant Deputy Chief Probation Officer (5 minutes) ADCPO Beth Borovich was in attendance and reported: Average population at the JTC: 14 – as of 10.21.25 current population is 13 JTC: 11 Challenge: 1 SYTF: 1 Contracts from out of El Dorado County: 6 12 male 1 female 1 recently graduated from High School (October) 12 intakes – 3 from SLT, 5 from WS, and 4 from out of county 2 Use of Force Guerrero asked: For those from out of county, do you see family visiting? In-person vs Zoom/remote? Do you see a behavior difference with those connecting with family in person vs remote? ADCPO Borovich – Counties like Humbolt or Weed (North/South)…coming from a distance generally these families are not able to make the distance and don’t visit. Counties such as Yolo and Marin – DPOs will drive families to SLT to visit. EDC Probation will extend visiting hours at the JTC to accommodate visitations for family members traveling distances. In person vs Zoom – the preference is in person but with regards to behavior…there is no collected data on youth population to support an answer. It depends on the relationship the youth has with their parents/family. Often if the youth is on a “short stay” their families don’t visit. Guerrero – If there is discussions about closing JTC what will this look like for EDC youth having to go to other counties from the visitation perspective and impacts of this. Chief Probation Officer (10 minutes) Kaci Smith was appointed Interim Chief Probation Officer on 10/18/2025 with the retirement of Brian Richart on 10/17/2025. Treasurer's Report (5 minutes) - moved to New Business on the agenda Leadership Team (10 minutes) - the JJDPC Inspection Report was emailed to Beth Borovich on 10.21.2025 Ad Hoc Committees: (10 minutes each) – Nothing to report Outreach & Education – nothing to report but keep on the agenda moving forward

12. 12 Review of opportunity for the JJDPC to financially support Tahoe Alliance for Safe Kids - TASK Guerrero emailed the commission this information on 9/25.2025.
13. 12 Treasurer's Report Hurley emailed (3) reports from the El Dorado Community Foundation to the Commission for review Concerns to the actual balance and some transaction history noted. Would like to schedule a meeting with the Foundation to review these reports and get clarification. Oates will pull minutes from 2014 to look for context around grants made. AdHoc: Hurley, Monterosso, and Strongman agreed to meet on 10/28/2025 to discuss further before setting a meeting with El Dorado Community Foundation for clarification.

15. 13 Guerrero emailed Commission on 10/10/25 - CASA EDC response to use of funds if received. Request for Commission to review for consideration.
16. 15 Commission members discussed and agreed - Would like to hold on any allocation of funds until there is clarification with El Dorado Community Foundation funds. Request to push the TASK and CASA considerations to the November agenda to allow time to sort out account.
17. 16 Guerrero - noted the need for recruitment and the JJDPC moving forward. Request for ideas to help recruit additional members to the JJDPC. What are next steps. Ideas around reaching out to community partners if they have anyone they would refer who is passionate about supporting youth in our community. Discussion around creating an application or form for grant requests from the JJDPC to give guidance on what expectations are and to help streamline process.
