9. 10 REPORTS • Judge's Comments - Judge Mayberry brought to the attention of the JJDPC that new laws are going into effect (AB1367) January 1, 2026 pertaining to wards of the court. Wardship ends at 1 year unless a request is made by Probation to extend. Guerrero asked how this will impact kids currently in the system that are already at or over 1 year? Judge Mayberry mentioned there is a meeting scheduled with associated parties (Probation, DA, PD, APD) to discuss this further and work out the logistics but cases will need to be reviewed . There are exclusions to this new law. More information on this to come. • Interim Chief Probation Officer – Kaci Smith Probation is currently working on several items: CalAIM mandate -Implementation due date is October of 2026. A lot of work going into partnerships and collaboration and contracts to implement. Prop 47 – State funds for transitional services and treatment – awarded $8mil – build out the program to re imagine our Community Corrections Center (CCC) - expand services and an increase in population. With the County Retirement Incentive Plan (RIP) several Probation Officers are retiring. A lot of experience leaving with these retirements but also an opportunity for growth. Several of these retirements are in leadership and supervisor roles. There will be a lag time with hiring and training – manage expectations during this transition. Currently there are approx. 42 applications for DPO working through the hiring process. As per the 12/9/25 BOS meeting, the CPO position will now be appointed by the Board of Supervisors and not the Courts. The CPO MQs are being reviewed by HR then will go back to the BOS for approval before moving forward with the recruitment process for this position. Currently the Probation Department located at Durock Rd in Shingle Springs is being redesigned to accommodate more officers. Lack of space has a growing problem and concern. The County has no funding available for additional space so working to redesign the space to fit additional work stations. This is underway and will continue through the holidays. • Juvenile Treatment Center Assistant Deputy Chief Probation Officer - Beth Borovich Average population: 13 (12male 1 Female) 11 in JTC 4 from out of county – 1 Challenge from Marin County – 1 from Yolo County – 1 from Modoc County – 1 from Del Norte County 6 releases 7 Youth with an IEP 2 Child and Family Meetings 1 Graduating December 17th 5 Use of Force incidents 0 Suicide attempts Updates: new furniture at the JTC is on its way. This has been a long process. JTC Control Room technology has been upgraded to a more secure system with touch screens. This project is underway and almost complete this was funded by AB178 • Treasurer's Report - Status update Monterosso met with Amy Pooley from the El Dorado County Foundation to discuss the accounts and statements for clarification. This meeting was productive and Mrs. Pooley was extremely helpful. All the commission questions were answered and/or clarified. The account merged into the Dunlop Friends of Juvenile Justice Fund. This was approved by the Foundation however it is not confirmed if the JJDPC was notified due to address and contact information changes and updates. Commission would like to update the name of this fund to reflect the mission and vision of the Commission while still honoring the Dunlop family and the initial intent of this fund. Add this to the January 2026 JJDPC agenda for further consideration and discussion El Dorado Community Foundation: In addition to the JJDPC Commission Treasurer, include the JJDCP Commission Chair and the JJDPC Commission Support Staff to the email correspondence and financial statement distribution from the Foundation. (recorded in meeting minutes to submit to EDC Foundation to implement) – This was discussed and agreed upon. For clarification it will be the Chair of the Commission as well as the Support Staff for this commission which is currently the CPO - Administrative Analyst II Discussion about inviting Amy Pooley to the February 2026 or March 2026 JJDPC Commission meeting to build the EDC Foundation collaboration/relationship as well as her thoughts on opportunities to help with promoting the commission and membership • Leadership Team Guerrero would like to reach out to S. Hernandez who recently retired from CASA to consider joining the JJDPC. Guerrero also met a young man who is active on a Youth Advisory Board in SLT – he seems passionate about serving and might be a great addition to the commission for a youth perspective. Would like to reach out to him to see if he would be interested. • Ad Hoc Committees - none • Outreach & Education – not at this time
10. 11 NEW BUSINESS
11. 1. Potential support from JJDPC for assistance with hotel stays in the South Lake Tahoe region for families visiting youth at the JTC. As it gets dark earlier, the weather is changing, and some families are driving some distance, the challenge is often lodging and time on the road. Perhaps a local hotel would have voucher options? Commission would like to research options in the area. Reach out to Probation Fiscal to gather information on Hotel Azure as a potential option. Guerrero would like to discuss this further with Interim CPO Smith - How flexible the JTC can be pertaining to family visits with youth? Conway offered to check contracts HHSA has to see options for additional consideration.
