1. 1 PUBLIC PARTICIPATION INSTRUCTIONS: The meeting will be open to the public. The meeting will also be live-streamed via Zoom. 9. 10 REPORTS Judge's Comments - Hon. Leanne Mayberry, Superior Court Judge: Expressed concern with Buzz Balls. There seems to be a rise with youth and DUIs and wondering if this is a trend associated with Buzz Balls. Their shape, marketing, and assortment of flavors appeals to youth. These contain approx 15%alcohol by volume She has seen these in stores located near the checkout rather than with the alcohol. Judge Mayberry read an article pertaining to a 19yr old in a DUI crash and Buzz Balls were found in the vehicle. This is a potential educational opportunity for the Commission as well as a means for the Commission in the impact the court is seeing, if there is a a campaign already in place around this and how we may work with community partners such as TASK to help support our youth and the courts Chief Probation Officer, Kaci Smith - not in attendance Juvenile Treatment Center: Deputy Chief Probation Officer, Beth Borovich: Average Daily Population at the JTC: 12 - 10 Male 2 Female Out of County: 5 - (2) Marin (1) Modoc (1) Del Norte (1) Inyo One SYTF from Yolo Co pending Added contract with Mariposa Intakes: 8 - WS: (6) SLT (1) Out of County (1) Releases: 10 Use of Force: 9 Suicide Attempts: 0 Child and Family Meetings: 2 Currently have (4) DPO vacancies at the JTC hoping to fill them within the next 60-90-120 days CalAim program set to go live in October - New Enhanced Care Management (ECM) system in the works and an RFP for an Electronic Health Record system. Treasurer Report - Sandy Hurley sent Commission balance statement. No new expenses to report Leadership Team Outreach & Education - Looking forward to working with new commission member Pham and getting involved in the local High Schools - gather new perspectives and share out info from the commission.

11. 12 A. JTC Inspection Committee • Identify Commissioners to serve on the committee (maximum of three Commissioners) • Discuss committee leadership, responsibilities, and anticipated timeline • Determine expected completion date and report submission timeline
12. 13 B. JJDPC Bylaws • Review June 2022 amendments Commission form AdHoc to review Bylaws and will include any new approved updates with a final submittal including the amendments from 2022

Ad Hoc Committee Planning Guide • Review the Ad Hoc Committee document developed by Commissioner Guerrero • As discussed during Julie Moukoian’s Public Defender presentation, identify a specific juvenile justice issue and consider establishing an Ad Hoc Committee to explore the issue and develop recommendations 1) What is the timeline 2) Are there agencies already doing this work? Who are the partners/stakeholders? 3) Strong idea of what hoping to achieve? - The WHY? 4) Understand limitations and needs 5) Put into action plan - set due dates, identify who is responsible and hold each other accountable
