3. 5 Each person wishing to speak before the City Council on only matters listed on this agenda shall approach the City Council, give their name, and limit comments to three (3) minutes. Members of the public may also submit written comments on the City's website, via email or request to provide live public comment via Zoom during the meeting. 4. 3 Approval of the Minutes of the Regular Meeting of July 16, 2024
5. 5 All items listed under this section are considered to be routine and will be acted upon with one motion. There will be no separate discussion of these items unless a member of the City Council or the public so requests, in which event, the item will be considered separately in its normal sequence.

7. 7 Update on Council Directed Actions and Citizen Inquiries. (Informational Item)
8. 8 Recommendation: Review the Initial Study and determine that the project description is complete, that the project would not have a potentially significant effect with proposed mitigation, and direct staff to prepare a Mitigated Negative Declaration in accordance with the California Environmental Quality Act (CEQA).
9. 9 COMMISSION AND COMMITTEE REPORTS: None.
10. 10 COUNCIL REPORTS ON INTER-AGENCY COMMITTEE AND BOARD ASSIGNMENTS. (Questions allowed to clarify but no responses, discussion or action. Councilmembers are asked to limit their oral reports to three (3) minutes.)
