Spring Council Workshop. The City Council will participate in and receive staff presentations that will provide an overview of the City’s strategic planning and budget efforts, including a discussion of an annual goal setting exercise; the proposed Strategic Plan Implementation Schedule; the long-range financial forecast; the Fiscal Year 2022 revenue projections; financial health metrics; and the Fiscal Year 2022 Draft Capital Improvement Program. Further, the City Council will participate in and receive staff presentations on the management of the City’s pension obligations, including an update on the City’s progress for the issuance of Pension Obligation Bonds and establishing an Irrevocable Pension Stabilization Trust. Finally, the City Council will receive presentations and discuss a pension management policy and the Measure X Investment Plan for Fiscal Year 2022.
