8. 1. SCULPTURE HONORING FALLEN HEROES Sponsors: Staff Chief Travis Walker & Deanna Pressgrove and Resident, Josie Diaz former Commissioner Background: City of Cathedral City has had 2 officer deaths, both while in the line of duty, Officer David Vasquez and Officer Jeremiah Gibbons. While currently we have plaques honoring these officers, it is felt that they are very hidden and not visible by the community. In comparison to other cities we are very fortunate in that the number of losses we have had are not as high as other cities. We feel that the number of officers lost should not matter in recognizing and paying honor to these men and women. Chief Walker presented the project back on March 26th, in the hopes that the Public Arts Commission would be able to move on this project soon, there is now a significant reason to move forward as quickly as possible. Officer Vasquez's 30th Anniversary of his death is coming up this year., The Community Representatives would like to submit a request and recommendation to the Public Arts Commission to vote in favor of moving forward with this project quickly. This sculpture would not only honor Officer Vasquez, it would also honor Officer Gibson, their families and our Police Department. It would give the families and the officers children and grandchildren a place to come and pay their respects. The sculpture would also serve as a reminder to our community that our officers are on duty putting their lives on the line to protect ours every day. The cost projections are attached along with pictures. There were two sculptures presented by Chief Walker, the Community along with the Chief and Police Dept., have chosen the best sculpture which would be the Officer kneeling. Please refer to photos submitted by Chief Walker. Full Size: $40-42K 2/3 Size: $20-22K Shipping: $1500 Installation: $500 Full Size Total with shipping and installation: $44,000 2/3 Size Total with shipping and installation: $24,000 Estimated Date of Unveiling - October 28, 2018 Funding Source: Pubic Arts Fund 2018-2019 approximately $200,000 in fund. We will have the confirmed available budget amount at the end of the fiscal year (6/30/18) Recommendation: If the Commission approves the purchase the recommendation needs to be forwarded to City Council for final approval. Motion Option: Motion to approve a recommendation to purchase a (Full size or 2/3 size) sculpture honoring fallen heroes in an amount not to exceed ($44,000 or $24,000) from the Public Arts fund and forward to City Council for final approval. ▶ jump to 11:44
9. 2. NORTH POLE VILLAGE AT SNOW FEST Sponsors: Staff, Chris Parman and Jo Anne Kennon, North Pole Village at Snow Fest Director Background: North Pole Village at Snow Fest was approved by the City Council to offer residents and visitors an opportunity to celebrate the spirit of the holidays. The main feature of the Snow Fest event is the creation of a Hollywood-style movie set on Avenida Lalo Guerrero called “North Pole Village” – a main street of the North Pole. The North Pole Village would consist of 12 painted store fronts to include a Santa Parlor, Grinch House, Elf Workshop, Gum Drop Factory, Gingerbread House, Beverage House, Post Office, Bakery, Reindeer Station, Library, and two other structures pending sponsorships. These structures would also be lit at night with holiday lights to compliment the City’s holiday lighting at City Hall and through Town Square Park. After Snow Fest on Saturday, December 8th, the lit store fronts would continue to be a static display until January 2, 2019. Afterwards, the store fronts would be folded down and stored in the Special Events storage area to be used next year. We are seeking the Public Arts Commission to assist us with the artistic aspect of the event, the painting of the store fronts. This would be conducted by local artist(s) in coordination with high school students to learn mural painting and design. Funding: We are seeking the following amount from the Public Arts Commission: Artist(s) Painting of Village Store Fronts/Signs $8,000.00 Specialized Graffiti Proof Painting/Coating $1,500.00 Consruction of Village (labor) $3,500.00 The lumber, hardware, and lights will be generously donated by ACE Hardware Cathedral City. Funding Source: Pubic Arts Fund 2018-2019 approximately $200,000 in fund. We will have the confirmed available budget amount at the end of the fiscal year (6/30/18) Recommendation: Motion to approve recommendation from the Public Arts Commission to sponsor the North Pole Village at Snow Fest in an amount of $13,000 (artist(s) design and painting, along with construction of the 12 blank store fronts and signs) from the Public Arts Fund and forward to City Council for final approval. ▶ jump to 28:10

CATHEDRAL CITY LIBRARY EDUCATIONAL SERIES Sponsors: Alan Carvalho, Wendy Willson Background: The sponsors would like direction to proceed forward with the development of an educational series at the Cathedral City Library in partnership with Friends of the Library honoring Commissioner Pam Price. DATA SUMMER PROGRAM AT THE BOYS AND GIRLS CLUB Sponsors: Alan Carvalho, Sue Townsley Background: The sponsors are proposing to develop a summer program in partnership with Cathedral City High School DATA Program and the Boys and Girls Club. The program would involve the Cathedral City High School DATA Students, under the supervision of a teacher, to mentor kids at the Boys and Girls Club. The program would last a month and be hosted in the Tech Room at the Boys and Girls facility. This program would be offered at no cost to the participate. The cost to sponsor the program would be $2,000 which would be paid directly to the Boys and Girls Club to cover the cost to host the program Funding Source: Art Education (2018-2019 approximately $60,000 funding will be confirmed 6/30/18) Recommendation: Motion to approve the Public Arts Commission sponsorship of the DATA Summer Program at the Boys and Girls Club in the amount of $2,000 from the Public Arts Art Educational fund. ▶ jump to 61:48
