  8. 1. DESERT X PROPOSAL ART INSTALLATION IN CATHEDRAL CITY Sponsors: Alan Carvalho, Sue Townsley Background: Desert X Director, Jenny Schmidt Gil, will be discussing how Cathedral City can best exhibit an iconic art installation, which has the potential of drawing 100,000 visitors for 9 weeks starting in the 2nd week of February, one week before Modernism Week, and ending on April 21st, two weeks into Coachella Fest. Recommendation: Discussion only for finding buildings and corporate sponsorship for this annual event. ▶ jump to 2:06
  9. 2. PARTNERSHIP WITH THE S.C.R.A.P. GALLERY “COMMUNITY ARTS PROJECTS” Sponsors: Alan Carvalho, Sue Townsley Background: Karen Riley, director of the S.C.R.A.P. Gallery, will present a proposal for an annual Community Art Project; the first is a possible tile mosaic mural project for either the Dream Homes area or Ocotillo Park. Each year the mosaics will be expanded to cover more area. A video will show the areas under consideration.   10. 3. SPANISH LANGUAGE FILM FESTIVAL (HOLA MEXICO FILM FESTIVAL) Sponsors: Staff Background: The Public Arts Commission approved this project at the May 8 2017 Commission meeting. Since the program was not implemented but will be in 2018, we are asking for approval again. The HOLA Mexico Film Festival which began in Australia and is now based in Los Angeles and has been operating for the past 9 years. D"Entertainment is partnering with HOLA MEXICO Film Festival, to present a three-day Spanish Language Film Festival at the Mary Pickford Theater, the film festival encourages creation and communication for students and provides a platform for community involvement as well as a learning experience for students. The Theater will feature the 10 best films from the HOLA MEXICO Festival in Los Angeles Friday, September 21 to Sunday, September. 23, 2018. The D' Entertainment/Mary Pickford will be the presenting sponsor and will handle the ticketing and any transfer of funds. The organizers of the HOLA Mexico Film Festival would receive 50% of ticket revenue (sponsors revenue exempt). The Public Arts Commission, if approved, would partner with HOLA and Mary Pickford by contributing $2500 towards the theater rental space that will feature the 10 films. If approved, this proposal will be forwarded to City Council for final approval. Recommendation: Motion to approve the Public Arts Commission sponsorship of the HOLA MEXICO Film Festival in the amount of $2500 from the Public Arts Education fund to be paid directly to the Mary Pickford for the rental of the theatre to feature the three-day Spanish language film festival applied to the theater rental space. ▶ jump to 34:01

SCULPTURE HONORING FALLEN HEROES Sponsors: Staff Background: At the June 11, 2018 meeting the Commission approved the following: Vice Chairperson Denise Rodriguez Bowman motion to approve a recommendation to purchase a 2/3 size sculpture honoring fallen heroes in an amount not to exceed $12,000 from the Public Arts fund and forward to City Council for final approval. Seconded by Commissioner Wendy Willson. Motion carried 5/0. A few Commissions asked that this item be brought back for additional discussion and the possibility of a new recommendation. Below is the recap from the June meeting. City of Cathedral City has had 2 officer deaths, both while in the line of duty, Officer David Vasquez and Officer Jeremiah Gibbons. While currently we have plaques honoring these officers, it is felt that they are very hidden and not visible by the community. In comparison to other cities we are very fortunate in that the number of losses we have had are not as high as other cities. We feel that the number of officers lost should not matter in recognizing and paying honor to these men and women. Chief Walker presented the project back on March 26th, in the hopes that the Public Arts Commission would be able to move on this project soon, there is now a significant reason to move forward as quickly as possible. Officer Vasquez's 30th Anniversary of his death is coming up this year., The Community Representatives would like to submit a request and recommendation to the Public Arts Commission to vote in favor of moving forward with this project quickly. This sculpture would not only honor Officer Vasquez, it would also honor Officer Gibson, their families and our Police Department. It would give the families and the officers children and grandchildren a place to come and pay their respects. The sculpture would also serve as a reminder to our community that our officers are on duty putting their lives on the line to protect ours every day. The cost projections are attached along with pictures. There were two sculptures presented by Chief Walker, the Community along with the Chief and Police Dept., have chosen the best sculpture which would be the Officer kneeling. Please refer to photos submitted by Chief Walker. Budget Numbers have been updated to reflect the cost to purchase either the kneeling or standing officer. MASTER PLAN AND COLLECTIONS POLICY REVIEW AND APPROVAL OF ART FUNDS PROJECTS FOR THE 2018-2019 SEASON Sponsors: Staff Background: A draft copy of the Pubic Arts Commission Master Plan and Collections Policy will be distributed to the Commissioners for review. The Commission needs to finalize the Plan and forward to City Council for final approval by no later than September 2018. A subcommittee was formed to advance the necessary changes to the Master Plan which is required to be submitted to City Council for approval and adaption to the City’s General Plan. Art Education Funds Programs For 2018-2019. Below is a list of programs that we have historically approved over the last year or two. CHAIR AND VICE CHAIR ELECTIONS Sponsors: Staff Background: Municipal Code 2.06.020: Chairpersons, vice chairpersons-selection -terms: Unless otherwise provided by law, or by ordinance or resolution, each board and commission of the city shall annually at its first meeting held after June 30th, choose one of its number as chairperson and one as vice chairperson. Each chairperson and vice chairperson shall have authority and perform such duties as are commonly associated with their respective titles, or as may be specially prescribed by law or by the bylaws or other rules of the board or commission. Vacancies in either such position occurring prior to July 1st may be filled as in the first instance, and a new chairperson or vice chairperson may be chosen at any time by majority vote of all members of the board of commission.
