  1. 1 In order to ensure that City Council members and Commissioners are able to review and carefully consider all public comments, the City will no longer read emailed public comments aloud at City Council and Commission meetings. Instead, all public comments that are received via email by 4:00 p.m. on the day of the meeting will be published in a supplemental packet. This packet will be: • sent to the City Council/Commission • published on the City's website • printed for review in the Council Chambers or other City meeting rooms Additionally, at the City Council/Commission meetings, the Mayor/Chair will ask staff how many public comments were submitted via email on the item and who submitted emails, though the public may continue to submit emails anonymously. The City has determined that this is the best way to ensure that the City Council/Commissions hear your voices clearly and have time to carefully consider the details of your comments. People who wish to share their views are always welcome to attend the meetings in person and speak during public comment. Emailed comments should include the specific agenda item on which you are commenting or note that your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received for the Parks & Recreation Commission for the appropriate agenda item, please submit your email no later than 4:00 PM on December 19, 2024.   9. 9 Members of the public may speak about any item not on the agenda. The Ralph M. Brown Act (the State and local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a ‘request to speak’ card located on the table by the door and hand it to staff, although provision of a name, address or other identifying information is optional. The Chairperson may limit speakers to three minutes each.
